Job Description:
Parsons is looking for a highly experienced Engineering Manager to lead the engineering management, technical governance, design coordination, and multidisciplinary integration activities for a major Airport, Infrastructure, and Airfield Development Project. The successful candidate will provide strategic leadership across all engineering disciplines, ensuring that the design, review, coordination, and delivery of airport facilities—including passenger terminals, runways, taxiways, cargo aprons, aircraft stands, landside infrastructure, utilities, and support facilities—are executed in accordance with project objectives, contractual requirements, international aviation standards, and industry best practices.
The Engineering Manager will serve as the primary technical authority within the Delivery Partner organization, leading multidisciplinary engineering teams, managing design interfaces, supporting construction delivery, and coordinating with the Client, consultants, contractors, airport authorities, and regulatory agencies to ensure successful project execution.
What You'll Be Doing:
- Lead and manage all engineering activities across the Airport Development Program, ensuring alignment with project objectives, schedules, budgets, and quality requirements.
- Provide strategic technical leadership to multidisciplinary engineering teams throughout the project lifecycle.
- Establish engineering priorities, resource planning, and technical governance processes to support efficient project delivery.
- Ensure engineering activities comply with contractual obligations, client requirements, and applicable regulatory standards.
- Direct the review and coordination of engineering designs prepared by consultants and contractors across all engineering disciplines.
- Ensure designs comply with applicable ICAO, FAA, IATA, NFPA, local authority requirements, and project specifications.
- Review engineering calculations, design reports, technical submissions, shop drawings, and design change proposals.
- Lead value engineering initiatives to optimize technical solutions, constructability, operational efficiency, sustainability, and whole-life asset performance.
- Coordinate engineering interfaces between Civil, Structural, Architectural, Mechanical, Electrical, Airfield, Utilities, ICT, Security, Traffic Systems, and Baggage Handling disciplines.
- Ensure effective integration of engineering solutions across passenger terminals, runways, taxiways, cargo aprons, aircraft parking stands, landside infrastructure, utility corridors, and operational facilities.
- Lead multidisciplinary coordination workshops and technical interface meetings.
- Support BIM-based design coordination and digital engineering initiatives.
- Provide technical leadership during construction, installation, testing, commissioning, and operational readiness activities.
- Review contractor technical submissions, RFIs, engineering queries, method statements, and material submittals.
- Support resolution of complex engineering issues impacting project delivery.
- Ensure engineering support is provided throughout construction to maintain compliance with approved designs.
- Act as the primary engineering interface with the Client, airport operator, consultants, contractors, utility providers, and government authorities.
- Support engineering approvals, permits, technical reviews, and regulatory submissions.
- Participate in executive technical meetings, design review workshops, and project governance forums.
- Maintain effective communication with all project stakeholders to facilitate timely decision-making.
- Ensure all engineering deliverables comply with project quality standards, contractual requirements, and applicable engineering codes.
- Support implementation of engineering quality management procedures and technical assurance processes.
- Participate in engineering audits, design reviews, and compliance assessments.
- Monitor consultant and contractor engineering performance and recommend corrective actions where necessary.
- Identify engineering risks affecting project delivery and develop effective mitigation strategies.
- Lead engineering risk assessments, constructability reviews, and technical assurance activities.
- Evaluate engineering change requests and assess technical impacts on cost, schedule, quality, and operational performance.
- Ensure engineering decisions support long-term operational resilience and asset reliability.
- Monitor engineering progress against project schedules and delivery milestones.
- Prepare executive engineering reports, technical recommendations, progress updates, and management presentations.
- Maintain accurate records of engineering decisions, approvals, technical risks, and design changes.
- Provide regular engineering status reports to Project Management and Client leadership.
- Promote a strong safety culture throughout all engineering activities.
- Ensure engineering designs incorporate Safety-in-Design principles and support operational safety requirements.
- Support compliance with airport HSE standards, environmental regulations, and sustainability objectives.
- Contribute to continuous improvement initiatives and organizational engineering excellence.
What Required Skills You'll Bring:
- Bachelor's Degree in Civil Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, or a related Engineering discipline.
- Master's Degree in Engineering, Engineering Management, or Project Management is highly desirable.
- Minimum 20 years of progressive engineering experience in major infrastructure, transportation, or airport development projects.
- Demonstrated experience managing multidisciplinary engineering teams on large-scale international airport developments.
- Extensive experience in passenger terminals, runways, taxiways, cargo aprons, aircraft stands, utilities, and landside infrastructure.
- Proven experience in engineering management, design review, construction support, stakeholder coordination, and technical governance.
- Experience supporting Delivery Partner, PMC, Engineer, or Client organizations on complex aviation projects.
- Extensive knowledge of airport engineering systems, infrastructure design, and multidisciplinary coordination.
- Strong understanding of ICAO, FAA, IATA, NFPA, and international engineering standards.
- Experience with BIM, Digital Engineering, Common Data Environments (CDE), and multidisciplinary design coordination.
- Strong technical review, engineering management, and problem-solving capabilities.
- Excellent leadership, communication, negotiation, and stakeholder management skills.
- Strong understanding of engineering risk management, quality assurance, and project delivery methodologies.
- Ability to manage multiple engineering disciplines within complex, fast-paced project environments.
What Desired Skills You'll Bring:
- Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional registration.
- PMP®, PgMP®, or equivalent project management certification.
- Experience delivering major international airport expansion programs.
- Strong knowledge of Design-Build, EPC, and Program Management delivery models.
- Experience working under FIDIC or other international contract frameworks.
- Familiarity with digital engineering, asset management, and operational readiness planning.
- Experience leading multidisciplinary engineering organizations within mega infrastructure programs.
