The Safety Specialist is responsible for supporting the Safety Supervisor and Manager in the implementation and administration of the Company’s safety programs. This position assists with regulatory compliance, safety inspections, training, incident investigations, safety documentation, and employee safety initiatives. The Safety Specialist works closely with mine management, supervisors, employees, contractors, customers, and regulatory agencies to promote a safe work environment and ensure compliance with Company, State, and Federal health and safety requirements.

Job Description:
 

Essential Duties: 

  • Assist mine management in complying with all applicable Federal, State, and Company health and safety policies, procedures, and regulations.
  • Conduct inspections of mine site work areas, equipment, and structures to identify unsafe conditions, hazards, and work practices; document findings and ensure its communicated and addressed promptly.
  • Maintain regular interaction and communication with on-shift crews to promote safety awareness and identify potential safety concerns.
  • Conduct and assist with incident investigations.
  • Conduct new miner training, annual refresher training, and other required safety training; develop and deliver safety training modules as needed.
  • Train employees on safe operating procedures, including proper pre-operational and walk-around inspections and the safe operation of equipment.
  • Conduct and maintain required health and safety sampling, inspections, documentation, and records.
  • Maintain accurate and current employee safety and training records in applicable recordkeeping systems.
  • Accompany MSHA inspectors and other regulatory agencies during inspections, investigations, and related activities.
  • Interface with regulatory agencies, including MSHA, OSHA, EPA, and USACE, as directed.
  • Work with supervisors to evaluate work practices, associated standard operating procedures and company policies.
  • Communicate and interact effectively with contractors, customers, regulatory personnel, Company management, and employees to promote and strengthen the Company’s safety culture.
  • Perform all job duties in accordance with applicable Federal and State laws, Company safety policies and procedures, and environmental regulations.
  • Work in both office and operational environments, including mine sites, shops, yards, and field locations.

Other Duties:

  • Review new mining equipment and inspect contractor/vendor equipment.
  • Coordinate contractor/vendor safety training to ensure compliance with MSHA regulations.
  • Provide training, guidance, and support for the Safety Coordinator program.
  • Coordinate and provide oversight of first aid training and related activities.
  • Establish, monitor, and oversee outside service contracts.
  • Assist with the administration of the annual Safety Department budget.
  • Scan, organize, and electronically maintain safety-related documentation and records.
  • Must operate a Company vehicle and maintain a valid driver’s license and satisfactory Motor Vehicle Record (MVR).
  • Ability and willingness to travel overnight as required.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Bilingual proficiency in English and Spanish is required.
  • Knowledge of applicable Company policies and procedures and Federal and State health, safety, and environmental regulations, including MSHA, OSHA, EPA, and USACE requirements.
  • Strong understanding of mining operations, processes, equipment, and associated workplace hazards.
  • Strong verbal, written, and interpersonal communication skills, with the ability to effectively communicate with employees, management, contractors, customers, and regulatory personnel.
  • Strong analytical, critical-thinking, and problem-solving skills with the ability to identify hazards.
  • Strong organizational, administrative, and prioritization skills, with the ability to manage multiple responsibilities and deadlines.
  • Ability to work independently, exercise sound judgment, take initiative in addressing safety concerns, and maintain confidentiality and exercise discretion when handling sensitive information and situations.
  • Proficiency with computer applications, including Microsoft Office Suite, with the ability to develop effective presentations, reports, training materials, and other safety documentation.
  • Ability to support employee development and safety training initiatives and assist with special projects, including facility and equipment outages.

Education, Training, and Experience:

  • Four- year college degree preferred and/or a minimum of 3-5 years or relevant mining industry experience.  
  • Proficiency in Microsoft Office Suite.
  • MSHA certification and/or prior MSHA experience preferred.
  • Equivalent combination of education, training, and relevant experience may be considered.

ANALYSIS OF PHYSICAL DEMANS OF POSITION

  • Intermittently: color vision
  • Occasionally (0 – 1/3 of workday): standing, walking (field inspections), lifting, carrying, pushing, pulling 35lbs. (supplies, parts, equipment), climbing (stairs on equipment), balancing, crouching, crawling (equipment inspections), stooping, kneeling (observations), reaching, foot/leg movement.
  • Frequently (1/3 – 2/3 of workday): sitting (workstation, light vehicles), handling, fingering, repetitive motions, depth perception (driving).
  • Constantly (Constantly 2/3 – 3/3 of workday): hearing.

WORKING CONDITIONS

Work is performed in office and active mining conditions with exposure to weather, dust, noise, heavy equipment, and other mining hazards. Required PPE must be worn. May be required to be “on-call” for emergencies. Overnight travel as required.
