Position Title: Director II, Supply Chain

Location: Multi-site; regular travel required across three manufacturing facilities

Position Summary:

The Director II, Supply Chain – Strategic Sourcing will lead U.S. sourcing and supplier localization efforts across the company’s solar PV and energy storage manufacturing businesses. Reporting directly to the President of U.S. Manufacturing, this role will be responsible for developing a strong domestic supplier base, building sourcing processes and governance, driving cost competitiveness, and establishing a capable local sourcing team across multiple locations and business units. The ideal candidate brings deep sourcing expertise in solar and/or energy storage manufacturing, strong commercial judgment, cross-cultural leadership capability, and the ability to build structure and deliver results in a fast-growing manufacturing environment.

Primary Responsibilities:

Strategic Sourcing & Supplier Development

• Lead supplier localization and domestic sourcing strategies to support U.S. manufacturing growth, local content objectives, and business expansion priorities.
• Identify, evaluate, develop, and onboard local suppliers to support business expansion, manufacturing operations, and new product introduction.
• Build and maintain a robust supplier pipeline to improve supply continuity, cost competitiveness, and responsiveness to business needs.
• Drive supplier localization initiatives to support U.S. manufacturing growth and local content requirements where applicable.
• Partner with engineering, operations, quality, finance, and business leaders to align sourcing strategies with business objectives, production plans, and long-term capacity needs.

Procurement Process, Governance & SOP Development

• Establish and continuously improve sourcing policies, procedures, and standard operating processes (SOPs) to create a scalable and disciplined sourcing organization.
• Implement sourcing governance, supplier qualification standards, RFQ/RFP processes, contract review practices, and supplier performance management mechanisms.
• Build sourcing tools, templates, reporting cadence, and KPI dashboards to drive visibility and accountability across sourcing activities.
• Ensure sourcing activities are executed in accordance with company policies, internal controls, and procurement compliance requirements.

Cost Control & Commercial Management

• Lead commercial negotiations with suppliers on pricing, payment terms, lead times, contracts, and service-level expectations.
• Drive cost reduction initiatives through supplier development, competitive bidding, should-cost analysis, market benchmarking, and contract optimization.
• Partner with finance and operations teams to develop cost models and support budget planning, margin improvement, and productivity initiatives.
• Monitor market trends, raw material movements, and supplier risks to proactively identify cost and supply impacts.

Team Leadership & Organization Building

• Build and lead a high-performing sourcing team across multiple U.S. locations and business units.
• Define team structure, roles, and responsibilities to support different product lines and manufacturing sites.
• Coach and develop local sourcing talent, establish performance expectations, and foster a culture of ownership, collaboration, and execution excellence.
• Promote cross-functional alignment between sourcing, operations, quality, engineering, planning, and logistics teams.

Compliance, Risk & Supplier Performance

• Ensure sourcing practices comply with applicable U.S. regulatory requirements, local sourcing expectations, trade compliance standards, and company policies.
• Partner with legal, compliance, and quality teams to manage supplier contracts, supplier risk, and qualification requirements.
• Establish supplier performance scorecards and review mechanisms covering quality, delivery, cost, service, capacity, and compliance.
• Identify and mitigate supply chain risks related to supplier concentration, capacity constraints, quality issues, and geopolitical or market disruptions.

Qualifications：

• Bachelor’s degree in Supply Chain, Procurement, Engineering, Business, Operations Management, or a related field; Master’s degree preferred.
• 15+ years of progressive sourcing / strategic procurement / supply chain experience, including significant experience in global sourcing and supplier development.
• Strong sourcing experience in the solar PV industry is required; experience in energy storage / battery manufacturing is highly preferred.
• Proven track record of building and executing sourcing strategies, developing supplier networks, and driving localization initiatives in a manufacturing environment.
• Demonstrated experience building sourcing processes, SOPs, governance frameworks, and scalable procurement organizations.
• Strong commercial negotiation skills with deep understanding of supplier contracts, cost structures, and total cost of ownership.
• Experience supporting multi-site operations and working across different product lines, functions, and business units.
• Familiarity with U.S. local sourcing, procurement compliance, and manufacturing supply chain requirements.
• Strong analytical, financial, and problem-solving capabilities with the ability to translate business needs into sourcing strategies and measurable results.
• Excellent leadership and people management skills, with experience building and leading high-performing teams.
• Ability to work effectively across U.S. and Asia-based stakeholders, balancing local business needs with global supply chain strategy and execution.
