Description
The Advice Portfolio Construction team is hiring an Engineering Manager at the M3 level. This role is ideal for a leader who enjoys flexing both deep technical expertise and people management skills while influencing the direction, evaluation, selection, configuration, implementation, and integration of modern technologies and tools.
In this role, you will play an integral part in Vanguard’s goal to grow and scale its Advice offering. As an Engineering Manager within the Investments, you will lead agile, high-performing engineering teams delivering highly critical, rapidly growing cloud-native platforms that directly enhance advisor productivity and improve the client experience.
About the Team & Workstream
The Portfolio Construction area under Investments supports Vanguard’s Advice business by building and operating mission-critical capabilities that power portfolio design, construction, and advisory workflows. Teams in this space are:

What You’ll Do:
Hire, evaluate, and supervise crew. Provide guidance and training as necessary to develop crew. Set performance standards, review performance, and make informed compensation decisions in accordance with all applicable Human Resources policies and procedures.
Work with product leaders and functional leads to ensure adequate development resources are in place in alignment with strategic goals.
Provide expert level system analysis, design, development, and implementation of applications and databases. Integrate third party products. Ensure that expected application performance levels are achieved.
Identify potential solutions and approve technical solutions proposed by team members. Elevate complex technical issues to IT experts. Resolve technical problems discovered by testers and internal clients. Respond to and resolve technical issues in a timely manner. Research issues and perform root cause analysis.
Ensure consistency of the knowledge and skills, sharing best practices and common challenges in their area and others. Maintain current knowledge of IT development methodology, and technical standards. Mentor IT staff as new standards are instituted, ensure their usage by team members.
Owns and maintains delivery timelines for initiative work within the team; can balance multiple initiatives in various stages of development concurrently.
Communicate with key stakeholders on project issues and implications. Understands and can clearly articulate the business value of the work being delivered, translating technical outcomes into client and crew impact. Evaluate the impacts of change requests on technologies and effectively persuades and influences others on ideas. Provide realistic task and cost estimates.
Review and approve documentation and diagrams created by IT team members. Write documentation, including technical standards and processes.
Identify opportunities for continuous quality improvement of technical standards, methodologies, and technologies.
Participate in design, code, and test inspections throughout product life cycle to identify issues. Participate as a technical consultant at other project meetings. Present technical status and issues at milestone reviews.
Qualifications:
Minimum of eight years related work experience, with at least five years of project management experience.
Undergraduate degree or equivalent combination of training and experience. Graduate degree preferred.
Proven people leadership experience, including the ability to grow, develop, and support a team.
Strong technical acumen with the ability to understand and interpret technical details.
Strong expertise in IT project management, Agile methodologies, and SDLC best practices with experience in IT infrastructure, software development, and enterprise IT solutions.
Understanding of how to appropriately leverage AI tools and practices.
Understanding and management of key DevOps metrics.
Proficiency in risk management, budgeting, and IT governance. Understanding of cybersecurity frameworks and IT compliance standards.
Excellent leadership, communication, and stakeholder management skills.
Technical Skills
Building and frequently deploying microservices, AWS resources, Glue, SQL and more
Java, Spring Boot, node.js, and Python development experience.
AWS ECS / Vanguard ECSV3 skills and experience.
Knowledge of graphQL and supergraph is nice to have.
Knowledge of Redshift and ORDS is good to have.
