PURPOSE OF CONSULTANCY

This requisition is for a consultancy at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO).

DESCRIPTION OF DUTIES:

  • Antecedentes y justificación

La Copa Mundial de la FIFA 2026, que por primera vez incluirá 3 sedes en Norteamérica:  Canadá, México y los Estados Unidos, representa un evento global sin precedentes, que reunirá a millones de espectadores, deportistas y trabajadores. Conforme a lo establecido en el Reglamento Sanitario Internacional (RSI), los Estados Partes deben desarrollar y mantener las capacidades para responder a emergencias de salud pública, así como reportar el estado de estas capacidades mediante el Instrumento de Autoevaluación para la Presentación Anual de Informes de los Estados Partes (SPAR). En este contexto, eventos masivos como la Copa Mundial 2026, ponen a prueba las capacidades de prevención, preparación y respuesta, por lo que es prioritario el fortalecimiento de las mismas para proteger la salud de la población, participantes y visitantes.

El proyecto Beat the Heat considera que las olas del calor, otros factores ambientales como la mala calidad del aire y la radiación solar ultravioleta (UV) pueden amplificar los riesgos durante un evento masivo y por tanto la preparación, la comunicación de riesgo deben ser considerados por las autoridades nacionales y los organizadores de eventos.  La Copa Mundial de la FIFA 2026, se llevará a cabo durante los meses de verano en el hemisferio norte, se prevé que las ciudades sedes en México presenten altas temperaturas, lo que incrementa considerablemente el riesgo de problemas de salud relacionados con el calor, especialmente entre visitantes, personal operativo y poblaciones vulnerables.

Brindar apoyo técnico a la OPS de México para la implementación del proyecto Beat the Heat en el marco de las capacidades básicas del Reglamento Sanitario Internacional (2005) (RSI).

  • Funciones principales

Bajo la supervisión directa del Asesor en Emergencias para la Salud (PHE) y la supervisión general del Representante de la OPS/OMS (PWR), el/la titular será responsable, aunque no necesariamente limitado/a, de las siguientes funciones asignadas:

  • Apoyar en la coordinación de la implementación del proyecto Beat the Heat con las contrapartes federales, estatales y municipales
  • Apoyo en la elaboración de productos técnicos e informes
  • Facilitación de la articulación entre la OPS, las autoridades nacionales y otros actores relevantes
  • Acompañamiento en el desarrollo y ejecución del ejercicio de simulación de escenario de ola de calor entre otros
  • Apoyo en la operación de VBE orientada durante la Copa Mundial
  • Apoyo en el monitoreo de las capacidades del RSI a partir de la base de datos del SPAR 2025.

6. Productos y fechas de entrega

Producto 1: Informe de las actividades de comunicación (videos y publicaciones) y propuestas de actividades para implementación en octubre y noviembre del proyecto Beat the heat en México Producto 2: Informe del After Action Review de las actividades de preparación y respuesta de México para el mundial Producto 3: Presentar la actualización del análisis del SPAR, de los perfiles de capacidad del RSI de los países de la región y de los ejercicios voluntarios de monitoreo y evaluación del RSI.  Producto 4: informe final del proyecto Beat the Heat en México

7. Rutinas de trabajo

  • Se espera que el titular de este puesto realice sus responsabilidades en forma remota pero que disponga de disponibilidad para acudir la representación de OPS en México y viajar en misiones subnacionales en México y a países de la Región.
