PURPOSE OF CONSULTANCY

Human Resources for Health (HRH) is a critical component of Trinidad and Tobago’s healthcare system, encompassing all individuals engaged in the delivery of healthcare services, including doctors, nurses, midwives, allied health professionals, administrative staff, and support workers. The effectiveness and efficiency of the health system heavily depend on the availability, distribution, and quality of this workforce.

The Ministry of Health recognizes the critical role of an effective and sustainable health workforce in achieving universal health coverage and strengthening health systems. To support evidence-based health workforce planning and policy formulation, the MOH in 2024 supported the roll out of a health labour market analysis (HLMA). The HLMA provides a comprehensive overview of the supply, demand, distribution, and governance of health workers in the country, identifying key gaps and proposing actionable recommendations.

This initiative proposes the implementation of a robust mapping of occupations actors and forecasting system for Human Resources for Health (HRH). The PAHO Tool on the mapping of actors facilitates the identification of actors who produce and manage HRH data in the education, health, labor, and finance sectors, in public and private organizations, social security, and professional associations. This mapping is closely linked to other HRH-related initiatives such as the National Health Workforce Accounts (NHWA), the Health Labour Market Analysis (HLMA) and the development of the national HRH Strategic Policy and Plan, among others.

These interventions are designed to strengthen HRH governance, including governance of the HRH Information System to improve the availability of information on HRH as well as foster intersectoral collaboration on data collection from the education, labor, finance, and health sectors, among others, for evidence-informed HRH planning and policy development.

The finalization of the assessment of the Essential Public Health Functions (EPHF) serves as a precursor for the insights from HLMA. With technical support from Dalhousie University’s PAHO/WHO Collaborating Centre and in partnership with the Pan American Health Organization (PAHO), this initiative will employ data-driven, evidence-informed and equity-oriented approaches to strengthen HRH planning and policy development.

Objectives of the Office/Department

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub-regional, regional, and global health agendas. The PAHO/WHO Trinidad and Tobago Country Office (PAHO/WHO TTO CO), covering Trinidad and Tobago, Aruba, Curacao, Sint Maarten, Bonaire, St. Eustatius and Saba, is the basic organizational unit for technical cooperation with the countries, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

Organizational Context

Scope of Work & Methodology

4 Phases Methodology:

The project will unfold in four interlinked Phases, however, Phase 1 was completed in 2025 and Phase 2 will be completed during this engagement. While Phases 3 and 4 are expected to be completed during 2027.

Phase 1 involved a situational analysis to map the current HRH landscape. This included a review of national policy documents, Human Resources for Health Policy and analysis of HRH density and distribution and benchmarking against Caribbean and global standards and the mapping of health occupations.

Phase 2 will focus on stakeholder engagement. Tools such as the mapping of actors will identify stakeholders who produce and manage HRH data in the education, health, labour, academia, civil society and finance sectors, in public and private organizations, social security, and professional associations, developed and validated by PAHO. Other complementary tools may also be used to map the influence, roles, and interests of key actors. This participatory process will include workshops and consultations to validate findings and co-develop priorities.

Phase 3 centers on the development of a needs-based simulation model focused on estimating future HRH needs by cadre, region, and service area. It will incorporate variables such as service demand, training pipeline capacity, and population health trends.

Phase 4 will synthesize all findings into a national implementation plan. This will include policy recommendations and an actionable roadmap for strengthening HRH system, validated through final stakeholder consultations.

 

Under the supervision of the PAHO/WHO Representative and the Advisor - Health Systems and Services, and in collaboration with the Ministry of Health, the consultant will:

1.   Review the deliverables received from Phase 1: the in-depth situational analysis of the Human Resources for Health (HRH) and facilitate implementation of the Mapping of Occupations in Trinidad and Tobago.

  • Thorough, detailed, contextualized, and broad-ranging desk review of the draft HLMA Country Profile for Trinidad and Tobago, relevant national policies and workforce reports in human resource for health and,

  • Implementation of the Mapping of Occupations using the Methodology for Mapping of Health Occupations (MO Toolkit).

2.              Implement the Mapping of Actors tool (part of PAHO’s HRH toolkit) to identify key HRH stakeholders and institutional arrangements in Trinidad and Tobago, serving as input for the development of the analytical framework for the HLMA.

  • Identify, retrieve, collate, summarize and report on relevant national policies and workforce reports in human resources for health (technical and political literature). Identity and report on relevant HRH data sources in the context of the HLMA framework in Trinidad and Tobago.

  • Facilitate implementation of the Mapping of Actors methodology to construct and develop a map of key HRH stakeholders, including current institutional arrangements in Trinidad and Tobago within the HLMA framework.

  • Through consultation, seek feedback from MOH, the Regional Health Authorities (RHAs), other stakeholders and PAHO technical teams, and revise the documents based on inputs provided.

  • Provide feedback on the implementation and the validation of the Mapping of Actors tool to PAHO TTO.

  • Ensure alignment with the HLMA overall framework and objectives.

  • Collaborate closely with the PAHO team to ensure the quality, coherence, and relevance of the consultancy and of the resulting products.

  • Carry out other tasks related to the consultancy.

Qualifications

Essential: Bachelor’s degree in Public Health, Health Policy, Health Economics, Health Systems or related field

Desirable: Post graduate degree at a Master level in Public Health, Health Policy, Health Economics, Health Systems or related field

Experience:

Essential: At least 7 years of national experience in public health, health policy, health systems analysis, labor market studies, or related fields.

Desirable:

  • Experience working with Ministries of Health or national authorities

  • Experience in drafting policy briefs, strategic documents, or technical reports aimed at informing health sector decision-making

  • Strong ability to synthesize technical information into concise, accessible, and action-oriented formats

  • Excellent writing, editing, and communication skills in English

  • Ability to work independently, meet deadlines, and incorporate feedback effectively

  • Strong organizational and analytical skills. Ability to work effectively under pressure in a diverse, team-oriented environment

  • Experience in the Caribbean context

Technical Expertise:

  • Knowledge of health systems and governance systems for Human Resources for Health impacts.

  • Strong analytical and research skills

  • Strong professional writing skills

  • Experience in impact assessment and sensitivity analysis

  • Project management and coordination skills

  • Stakeholder engagement and facilitation skills

Reporting Relationship:

The consultant will report to the PAHO Advisor - Health Systems and Services. The consultant will submit invoices and activity reports for approval by the PAHO/WHO Representative, according to the schedule indicated below.

Remuneration:

The consultant will be remunerated at the Band C level of the PAHO Consultants (NPCs) salary scale, on a 100% FTE basis.

Deliverables and Payment Schedule:

1. Inception report (methodology, workplan, communication plan); due: 31 August 2026; fee: TTD 29,650

2. Concept Note, Methodology and Agenda for the Consultations across RHAs utilizing the Mapping of Actors tool; due: 30 September 2026; fee: TTD 40,200

3. Conduct key stakeholder meeting to disseminate the results of the implementation of the Mapping of Actors framework; due: 23 October 2026; fee: TTD 46,900

4.  Report on the facilitation of the Mapping of Actors Workshop; due: 6 November 2026; fee: TTD 29,650

The total contract value is TTD 146,400, payable against the agreed deliverables.

Deliverables to be encompassed in Inception Workplan:

  • Inception report (methodology, workplan, communication plan) of the mapping of actors for HLMA in Trinidad and Tobago, with institutional arrangements.

  • Concept Note, Methodology and Agenda for the Consultations across RHAs utilizing the Mapping of Actors tool.

  • Conduct key stakeholder meeting to disseminate the results of the implementation of the Mapping of Actors framework.

  • Report on the facilitation of the Mapping of Actors Workshop.

Confidentiality and Ownership:

  • All deliverables produced during the consultancy will remain the property of the PAHO/WHO TTO CO.

  • The consultant agrees to maintain confidentiality regarding any sensitive information or data shared during the assignment.

Performance will be evaluated based on:

  • Quality and timeliness of deliverables

  • Technical rigor and completeness

  • Alignment with HRH Governance Mapping objectives

  • Stakeholder engagement and feedback
