About Feeding Northeast Florida

Feeding Northeast Florida (FNEFL) is the largest nonprofit food bank serving Northeast Florida. We work across 12 counties to provide access to nutritious food and strengthen the systems that help neighbors receive the food and services they need.

Our mission is: We use food as our catalyst to strengthen lives and communities.

Our vision is: Access to nutritious food for all.

Position Summary

The Human Resources Director is a hands-on leadership position responsible for developing, implementing, and continuously improving Feeding Northeast Florida's human resources operations, systems, and employee experience. This position oversees recruitment, onboarding, employee relations, benefits administration, payroll, retirement plan administration, performance management, compliance, and HR policies and procedures.

A key priority for this role will be leading the HR implementation and transition to a new payroll and human resources technology platform and building a streamlined, scalable onboarding process. The ideal candidate is both strategic and operational, someone who identifies improvement opportunities, develops practical solutions, gains stakeholder support, and drives initiatives through implementation.

Principal Duties and Responsibilities

HR Systems, Payroll and Process Improvement

• Lead the HR workstream for implementation and transition to a new payroll/HRIS platform, including requirements, configuration, data validation, testing, employee communications, training, and go-live support.

• Evaluate existing HR and payroll workflows and develop practical, documented processes, SOPs, controls, and reporting improvements.

• Oversee payroll administration and controls, including employee changes, deductions, taxes, benefits integrations, payroll review, and payroll/HRIS reporting.

• Serve as a knowledgeable system owner and continuously identify opportunities to use technology and automation to improve accuracy, compliance, and the employee experience.

Recruitment, Onboarding and Workforce Planning

• Oversee recruitment, selection, hiring, and onboarding across the organization.

• Build and implement a consistent end-to-end onboarding process from accepted offer through the employee's first months, including background screening, drug testing, I-9/E-Verify, HRIS onboarding, benefits, orientation, training coordination, and departmental handoff.

• Partner with department leaders to define staffing needs, develop job descriptions, improve recruiting strategies, and support workforce planning.

• Maintain accurate employee records and ensure personnel actions for hires, transfers, promotions, compensation changes, and terminations are properly documented and approved.

Benefits and Retirement Plan Administration

• Administer employee benefit programs, including health, dental, vision, life, disability, and other employee benefits.

• Oversee 401(k) plan administration, including eligibility, enrollment, employee contributions, employer match, loans, payroll integration, reconciliations, vendor coordination, employee support, and compliance-related activities.

• Coordinate open enrollment, employee communications, vendor relationships, and benefit issue resolution.

Employee Relations, Performance and Culture

• Advise leaders and employees on HR policies, performance expectations, coaching, disciplinary matters, workplace concerns, and formal grievances.

• Manage and improve the performance management process and support managers with goal setting, feedback, documentation, and employee development.

• Assess organizational training needs and develop or coordinate effective training programs.

• Develop employee engagement initiatives and help foster a healthy, accountable, mission-driven workplace culture.

Compliance, Safety and Risk Management

• Maintain HR policies and practices in accordance with applicable federal and state employment requirements and recommend updates as needed.

• Coordinate workers' compensation, work-related injury documentation, unemployment and other HR-related claims and reporting.

• Prepare required government and compliance reports and maintain audit-ready HR documentation.

• Support HR requirements for DOT-regulated employees and CDL drivers, as applicable, including driver qualification documentation, drug and alcohol testing coordination, MVRs, medical certification tracking, and related recordkeeping.

• Partner with leadership to promote a safe working environment and address employee or workplace issues promptly and appropriately.

• Perform other related duties as assigned.

Requirements

• Bachelor's degree in Human Resources, Business Administration, Business Management, or a related field.

• Minimum of seven (7) years of progressive Human Resources experience, including demonstrated responsibility for core HR operations and employee relations.

• Strong working knowledge of payroll administration, benefits, employment practices, HR compliance, and HR best practices.

• Demonstrated ability to lead projects, improve processes, develop procedures, and successfully implement new initiatives.

• Experience working with HRIS/payroll technology and using systems and reporting to improve HR operations.

• Excellent communication, judgment, organization, discretion, and ability to manage multiple priorities independently.

• Ability to handle confidential and sensitive employee matters with professionalism, tact, and sound judgment.

• Genuine appreciation of and ability to communicate Feeding Northeast Florida's mission.

Preferred

• Experience implementing or significantly upgrading a payroll/HRIS platform; experience with Paylocity, Rippling, or comparable systems strongly preferred.

• Experience administering a 401(k) or other employer-sponsored retirement plan.

• PHR, SPHR, SHRM-CP, SHRM-SCP, CPP, or related HR/payroll certification.

• Experience supporting DOT-regulated employees, CDL drivers, transportation operations, or related compliance requirements.

• Experience in a nonprofit, food bank, warehouse, logistics, distribution, or similarly operational environment.

Competencies

Leadership and Initiative: Identifies needs, develops practical solutions, builds support, and follows initiatives through successful implementation.

Systems and Process Improvement: Uses technology, data, controls, and documented workflows to improve efficiency, accuracy, compliance, and employee experience.

Communication and Judgment: Communicates clearly across organizational levels and handles sensitive matters with discretion, fairness, and sound judgment.

Collaboration and Mission Alignment: Builds productive relationships with leaders, employees, vendors, and partners and connects HR practices to FNEFL's mission and organizational needs.

Work Environment
