The Colorado Governor's Office of Information Technology is in the middle of a transformation worth joining. We're building cross-functional teams that design, deliver, and continuously improve services that work for Coloradans — moving government technology from fragmented, agency-siloed systems toward shared, modern infrastructure that residents can actually navigate. Good government depends on technology that works. OIT exists to make that true for every Coloradan. The State of Colorado is seeking a Director to lead that effort, starting with the safety net and benefits programs that matter most to people's lives. The Senior Director of Agency Delivery leads that unified service delivery layer. You will be the single point of executive accountability for how OIT shows up as the strategic technology partner for its agency partners. You will be a player-coach: setting the strategy and standards for agency delivery across the enterprise while managing the senior leaders who run each part of it day to day.

You will report to OIT's Deputy Executive Director of Digital and Delivery.


What you'll do…
  • Serve as the people manager for OIT's Directors of Technology and agency support pods, the Deskside Support organization, and the Testing/QA organization — setting shared expectations, coaching senior leaders, and holding the layer accountable to outcomes.

  • Own the strategy and operating standards for the Agency Delivery layer: how pods are staffed and scaled, how deskside support is delivered consistently across agencies, and how testing/QA practices are applied across delivery teams.

  • Ensure every agency partner has a named, accountable Director of Technology who sits at the agency's leadership table as a strategic technology partner — embedded in planning, budget, and program discussions, not just ticket queues.

  • Drive consistency and quality across pods without flattening what makes each agency relationship distinct — pods stay tailored to agency needs while operating against common enterprise standards, architecture, and governance.

  • Oversee Deskside Support operations statewide, ensuring reliable, well-resourced end-user support for state employees, programs, and services across every agency OIT serves.

  • Oversee Testing/QA practices supporting delivery teams, ensuring software quality and release readiness are built into how pods work rather than bolted on at the end.

  • Translate agency delivery performance and risk to senior stakeholders, including OIT executive leadership, the Deputy Executive Director of Digital and Delivery, and agency executive partners.

  • Lead recruitment, hiring, and development for Director of Technologys, deskside leadership, and testing leadership, building bench strength across the layer.

  • Develop outcome-based performance frameworks for agency delivery — defining success in terms of agency and resident impact, delivery velocity, deskside reliability, and quality/defect metrics, rather than activity or ticket volume.

  • Govern vendor and contractor performance across agency delivery engagements, holding delivery to outcome-based standards.

  • Navigate state governance, budget, and procurement processes to keep agency delivery teams unblocked, resolving cross-agency and cross-OIT blockers as they arise.

  • Partner with other functions and service layers within OIT to ensure pods, deskside, and testing all draw effectively on shared OIT resources and guardrails.


What you bring…
  • Proven ability to lead leaders — managing a team of directors and managers (not just individual contributors), setting expectations, and holding a multi-layered organization accountable to outcomes.

  • Experience overseeing multiple, distinct functions at once (e.g., delivery/product, end-user support, and quality/testing) and integrating them into one coherent operating model.

  • Deep fluency in modern software delivery — agile, product ownership, modular architecture, continuous delivery, and quality/testing practices — and the ability to coach senior leaders in these practices.

  • Ability to own a portfolio at the strategic level while staying close enough to the work to make sound calls on staffing, prioritization, and delivery tradeoffs across many concurrent agency relationships.

  • Experience driving adoption of a new operating model across stakeholders with different needs, timelines, and levels of buy-in.

  • Ability to translate between technical and non-technical audiences, from engineers and support technicians to agency executives, communicating risk and tradeoffs clearly in each context.

  • Ability to quickly understand state planning, budget, and decision-making processes, including budget cycles, legislative constraints, and executive branch governance.

  • Comfort with ambiguity and organizational change — this layer is being stood up as part of a broader OIT operating model transformation, and the role requires helping teams navigate that transition while keeping delivery on track.


This position offers the opportunity to lead the layer of OIT that touches nearly every agency partner and state employee — shaping how consistently, reliably, and well OIT shows up for the people it serves.



A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis. 

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows: 

Minimum Qualifications:

A minimum of 15 years of experience leading technology delivery, IT operations, or end-user support functions, to include 5 years of experience managing managers/directors across multiple functions or teams.

A track record of leading across disciplines — delivery, support operations, and quality/testing — to ensure technology services work reliably for real people.



Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:


Experience leading IT service delivery, deskside/end-user support, and software quality/testing functions within a large, multi-program organization.


Experience working within a digital service agency or government-adjacent technology organization, translating operating-model change into concrete team structures and practices.


Experience with modern procurement practices, including structuring vendor and contractor engagements around outcomes rather than fixed scope.


Background leading organizational change management through a major restructuring or transformation.



Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work. 

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed. 

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 


While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.  A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
