Description
This role encompasses a variety of financial, administrative, and clerical responsibilities within the Finance Department. Key duties include reconciling the general ledger, preparing budgets, generating financial reports, conducting audits, and ensuring adherence to established financial standards and principles. Additionally, the position involves cashiering tasks, managing accounts receivable, and maintaining precise records of monetary transactions, including receiving payments and issuing receipts. Responsibilities also include reconciling cash drawers, preparing daily financial reports, and ensuring compliance with financial policies. The role requires providing outstanding customer service by assisting the public with payment-related inquiries and addressing fees while maintaining professionalism. Strong attention to detail, integrity, and proficiency in fundamental accounting practices are essential for success in this position.
This position is classified as an exempt, full-time position with a 40 hour work-week.- Contributes to the preparation of the Financial Section of the Annual Comprehensive Financial Report (ACFR).
- Supports external auditors by providing requested schedules and data for the year-end audit.
- Conducts daily, monthly, quarterly, and annual analysis and reconciliation of cashier information.
- Participates in the annual development and ongoing management of the City’s budget, including generating reports, reviewing expense and revenue data, and delivering monthly budget updates to City Management.
- Prepares journal entries for monthly and annual closings.
- Provides guidance to departments on accounting processes, procedures, and the use of the financial system.
- Verifies financial-related tasks to ensure compliance with established standards.
- Handles the City’s financial transactions, including collecting payments for municipal services, issuing receipts, and maintaining accurate transaction records.
- Maintains accounts receivable records by preparing daily collection reports, posting figures to the general ledger, and reconciling receivables accurately.
- Processes deposits and financial data from all City departments into the financial management system.
- Ensures timely posting of funds to appropriate accounts.
- Prepares daily bank deposits.
- Inputs daily journal entries into the financial management system.
- Provides backup support for accounts payable functions.
- Submits monthly remittances to the Florida Department of Revenue.
- Reconciles City escrow accounts.
- Assists with opening, sorting, and routing correspondence to the appropriate departmental personnel.
- Performs other related job duties as assigned.
MINIMUM EDUCATION AND TRAINING
- Must possess a bachelor’s degree from an accredited college or university.
- Must posses at least three (3) years of general accounting, public accounting, or related work experience, preferably in government accounting.
- Must possess valid driver license with an acceptable driving record.
MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED
Knowledge, Skills and Abilities:
- Knowledge of Microsoft Office applications.
- Knowledge of use of small office equipment, including copy machines or multi-line telephone systems.
- Knowledge of accounting and budgeting principles and procedures.
- Skill in using computers for data entry, word processing, and/or accounting purposes.
- Skill in using mathematical functions such as adding, subtracting, multiplying, and dividing.
- Skill in creating and using spreadsheets.
- Ability to maintain a high level of confidentiality.
- Ability to establish and maintain effective working relationships with auditors, employees, the general public, and City officials.
- Ability to manage a budget.
- Must be fluent in the English language. Ability to communicate in Spanish is a plus.
Physical Requirements:
The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. In addition, positions in this classification typically require perceiving sounds at normal speaking levels, lifting, manual dexterity, mental acuity, pulling, pushing, speaking, expressing ideas by the spoken word, visual acuity to analyze data/determine accuracy or observe facilities, and walking.
