Description

The purpose of this position is to enforce County codes and ordinances and to investigate complaints and violations to ensure adherence to established codes, ordinances, and regulations.  

  • Responds to complaints of County code violations and investigates possible infractions, including codes related to building, grading, zoning, erosion control, storm water, business license, liquor licenses, signs, or other health and safety issues; conducts site visits to new and existing properties and businesses, public rights of way and roadways, etc., to determine validity of complaints or to enforce codes.
  • Determines compliance or non-compliance with codes; meets with property owners to discuss violations; issues code compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines; issues citations/summonses to violators; serves citations via certified mail or in person; collects, evaluates, records, and preserves evidence; interviews witnesses and gathers information; takes and files photographs to document violations; prepares evidence for court cases; testifies in court as needed; and performs follow-up site inspections as needed.
  • Interprets and enforces the provisions of applicable codes, laws, rules, regulations, specifications, standards, policies, and procedures; provides information and technical assistance concerning code requirements; discusses problem areas with developers, engineers, architects, property owners, residents, and contractors; makes suggestions and recommends solutions to violations; responds to questions or complaints concerning codes or code violations; conducts research associated with code enforcement activities as needed.
  • Maintains comprehensive records of enforcement activities; enters data into computer system; prepares and sets up files, sorts/organizes documents, and files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new products, methods, trends, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
  • Communicates with supervisor, other County employees, business and property owners, contractors, law enforcement, court officials, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs other related duties as assigned. 

Education and Experience:

Requires a High School diploma or equivalent and two (2) years of related experience in investigations, inspections, or related field, and training in building trades, code enforcement, or related field, or equivalent combination of education and experience.


Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license.

Knowledge, Skills and Abilities: 

  • Knowledge of local government operations, Code Enforcement related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Skill in the use of computers and software applications related to the essential functions of the job. 
  • Skill in effective communication, both verbally and in writing. 
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others and work effectively with the public and co-workers.
  • Ability to work flexible hours, including evening meetings.
  • Ability to multi-task and work within deadlines.
  • Ability to deal with confidential and sensitive matters.
  • Ability to use computers for data entry, word processing, and accounting purposes. 
  • Ability to operate a copying machine. 

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity. 

WORK ENVIRONMENT

Work is performed both indoors and outdoors in varying weather conditions and may require standing for extended periods of time. Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, water hazards, violence, disease, pathogenic substances, or rude/irate customers. The noise level in the work environment may be at times moderate to loud.
