Job Description:

PURPOSE OF THE ROLE

The Monitoring and Evaluation Officer reports to the Monitoring and Evaluation Coordinator and supports MEAL activities for the Sustainable Highlands Region Core Road Network Project. Based in Western Highlands, the role collects, verifies, manages and analyses project data; supports assessments, baselines, evaluations and field monitoring; updates indicator tracking; and prepares timely reports. Working with staff, partners and communities, the Officer supports inclusive participation, safe feedback and complaints, data quality and learning to improve project results under the Coordinator’s guidance.

MAJOR ROLES AND RESPONSIBILITIES

• Support the Coordinator to conduct project needs assessments, including gender equality, disability and social inclusion (GEDSI), climate, livelihoods, markets, and value chains, using approved tools.
• Assist the Coordinator to implement the project MEAL framework, logframe, indicator tracking table (ITT), and MEAL workplan; maintain activity schedules and records.
• Provide project data and field-level support for programme quality assignments requested by the Coordinator and Program Impact and Effectiveness Manager.
• Assist in preparing, translating, and testing approved data collection tools for surveys, pre- and post-tests, post-implementation and post-distribution monitoring, focus group discussions, and key informant interviews.
• Support baseline, midline, endline, and outcome monitoring studies by arranging field logistics, mobilising participants, and collecting data using approved methodologies and sampling plans.
• Assist the Coordinator and evaluation consultants with field arrangements, document collation, data collection, and interpretation workshops for project baselines and evaluations.
• Support training and day-to-day guidance of enumerators and casual data collectors; check completed forms, follow up missing information, and promptly raise field challenges with the Coordinator.
• Assist project staff and partners with approved data collection, data entry, output monitoring, and reporting requirements through practical guidance and refresher sessions.
• Update the project ITT each month, verify reported achievements against source documents, and submit accurate data and discrepancies to the Coordinator for review.
• Conduct scheduled project site visits, spot checks, and data verification with staff and partners; document implementation progress, quality concerns, and follow-up actions.
• Prepare monitoring findings for project reflection meetings and maintain an action tracker to follow up agreed recommendations with the Coordinator and project staff.
• Compile monitoring summaries, indicator results, and supporting evidence for milestone and donor reports for review by the Coordinator and Project Team Leader.
• Collect community views on preferred information-sharing and feedback channels, including the needs of children, women, and people with disabilities, to inform accountability activities.
• Implement the approved community accountability plan by sharing accessible project information, supporting consultations, and encouraging meaningful participation.
• Receive and securely record feedback and complaints, refer cases through approved channels, and track responses. Escalate safeguarding or sensitive concerns immediately and communicate authorised updates to communities.
• Inform children and community members of their rights to information, consultation, participation, and safe feedback and complaints, using appropriate languages and accessible methods.
• Support lessons learned events by organising field inputs, recording discussions, and documenting practical recommendations for project improvement.
• Draft case studies and other knowledge products from verified project evidence, obtaining required consent and safeguarding clearance before use.
• Maintain organised and secure paper and electronic records, protect personal information, and apply approved consent, confidentiality, and data protection procedures.
• Attend relevant internal and external meetings as assigned by the Coordinator and share field updates and agreed follow-up actions.
• Attend relevant training, workshops, and events, and perform other MEAL duties assigned by the Coordinator within the scope of the role.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

• Degree in Mathematics, Statistics, International or Community Development, or a related field preferred.
• Minimum two years of relevant monitoring and evaluation or data collection experience in a relief or development organisation.
• Experience working with an international NGO is an advantage.
• Practical experience supporting surveys, routine field monitoring, baselines, or evaluations using qualitative and quantitative methods.
• Good organisational skills, attention to detail, and ability to support field data collection teams.
• Ability to communicate clearly and respectfully with project staff, partners, children, and communities.
• Working knowledge of MEAL processes, project indicators, logframes, and routine reporting requirements.
• Good working knowledge of Microsoft Excel for data entry, cleaning, analysis, and preparation of tables and charts.
• Willingness to work occasional overtime to meet reporting and fieldwork deadlines.
• Flexibility to undertake additional relevant duties to support organisational objectives.
• Strong data handling skills, including checking completeness and accuracy, coding, classification, and maintaining secure records.
• Ability to interpret monitoring results and present clear findings in written summaries, tables, and charts.
• Experience collecting and reporting sex-, age-, and disability-disaggregated data and monitoring inclusion outcomes is preferred.
• Ability to work effectively in a team and complete assigned tasks with guidance from the Coordinator.
• Ability to provide practical data collection guidance to staff and partners in a cross-cultural setting.
• Fluency in English and Tok Pisin.
• Willingness to travel to very remote communities and comply with World Vision’s safeguarding and field safety requirements.
