The Assistant Director of Home Modification Programming provides day-to-day leadership and oversight of ADAPT Community Network’s home modification and accessible housing programs, including OPWDD Home Modification Services, HCR Access to Home, and other public and private funding programs. The Assistant Director oversees projects from referral and eligibility through assessment, approval, procurement, construction, inspection, and closeout, ensuring compliance with program and funding requirements, accessibility and safety standards, approved scopes of work, and established budgets.


This role provides supervision to assigned staff and oversees contractors, vendors, consultants, and other professionals involved in home modification projects. The position serves as a key liaison among participants, families, Care Managers, OPWDD, HCR, contractors, landlords, property owners, and other stakeholders and ensures services remain person-centered, timely, fiscally responsible, and compliant with applicable requirements.


ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties and responsibilities of the Assistant Director of Home Modification Programming include, but are not limited to:

  • Direct the day-to-day operations of ADAPT’s home modification and accessible housing programs and ensure services are delivered in accordance with program, funding, regulatory, accessibility, and safety requirements.
  • Manage home modification projects from referral and eligibility through assessment, approval, procurement, construction, inspection, and closeout, ensuring projects remain within approved scopes, budgets, and timelines.
  • Review proposed home modifications for participant need, accessibility, safety, feasibility, cost-effectiveness, and compliance with applicable program requirements.
  • Coordinate with Home Accessibility Consultants, therapists, architects, engineers, contractors, vendors, and other professionals to develop and implement appropriate modification plans.
  • Develop and review scopes of work, specifications, estimates, budgets, project schedules, and change orders, and ensure required approvals are obtained.
  • Solicit and evaluate contractor bids and estimates and review contractor qualifications, licenses, insurance, and other required documentation.
  • Monitor contractor and vendor performance, construction progress, workmanship, quality, safety, and compliance; address delays, deficiencies, change orders, and other project issues as needed.
  • Coordinate site visits, pre-construction meetings, inspections, punch lists, final acceptance, warranties, invoices, and project closeout.
  • Monitor project budgets, expenditures, funding balances, and cost projections; review estimates and invoices for accuracy, allowability, and consistency with approved scopes of work.
  • Maintain accurate, confidential, and audit-ready program and project records and ensure compliance with applicable procurement, grant, construction, accessibility, and regulatory requirements.
  • Prepare for and participate in program monitoring, audits, and reviews conducted by OPWDD, HCR, funders, and other regulatory or governmental agencies.
  • Supervise assigned staff, including assigning workloads, establishing priorities, monitoring performance, providing training and coaching, and participating in hiring, performance evaluations, disciplinary matters, and staff development.
  • Ensure participants and families receive clear information regarding eligibility, required documentation, project status, timelines, and next steps, and respond appropriately to concerns or issues.
  • Coordinate communication among participants, families, Care Managers, contractors, landlords, property owners, funding agencies, and other stakeholders to facilitate successful project completion.
  • Maintain effective working relationships with OPWDD, HCR, government agencies, housing organizations, contractors, and community partners.
  • Identify opportunities to strengthen program operations, improve service delivery, and pursue additional public or private funding opportunities.
  • Utilize Microsoft Office, Excel, and applicable agency and program systems to track projects, budgets, outcomes, and required documentation.
  • Prepare program, financial, performance, and outcome reports as required.
  • Perform other related duties as assigned.


QUALIFICATIONS

  • A Bachelor's degree is required.
  • Minimum one year of supervisory or managerial experience in a related field.
  • Minimum two years of human services experience, preferably serving individuals with developmental disabilities or other populations requiring accessibility services.
  • Experience with home modifications, accessibility, construction/project management, housing programs, grants, or government-funded programs preferred.
  • Strong organizational, analytical, communication, problem-solving, and decision-making skills.
  • Ability to manage multiple projects, budgets, deadlines, and priorities.
  • Ability to review estimates, budgets, invoices, percentages, and other financial information.
  • Proficiency with Microsoft Office, particularly Excel, and electronic case/project management systems.
  • Ability to maintain confidentiality and professional relationships with participants, families, staff, contractors, and external partners.
  • Excellent written and verbal communication skills; bilingual Spanish preferred.
  • Must be willing to travel to participant homes, construction sites, and community locations.
  • Must be available for occasional evenings or weekends based on program needs.
  • Must successfully complete all required agency, background, and regulatory checks and training.

COMPENSATION: $60,000 Annually + Industry-Leading Benefits!
