A position in this classification will be represented by Teamsters Local 763.

Under the direction of the Parks & Facilities Manager and the Facilities Supervisor, trains, and assigns duties to full time and seasonal facilities maintenance personnel; oversees the maintenance and repair of city owned buildings, facilities, and grounds.  Performs complex grounds and facilities maintenance duties; assists in the evaluation and selection of equipment, tools and contractors; maintains the safety and appearance of grounds, buildings and other facilities in the City; designs, constructs, maintains and repairs irrigation systems; applies pesticides, fertilizers and other chemicals to vegetation; operates a variety of power equipment, tools and other machinery.

Distinguishing Characterisitics:
Facilities Maintenance Worker 3 incumbents perform advanced-level facility maintenance and grounds keeping to repair and maintain multi story buildings, parks, and lead assigned full time employees and seasonal facilities/parks maintenance workers.  Provides Leadership, acts as an example to other employees and models behavior that others can pattern. Incumbents perform skilled maintenance in structural systems, HVAC, carpentry, electrical, plumbing, painting, fire protection systems, communication systems, security systems, access control systems and elevators.   Exterior features including parking lots, sidewalks landscaping, drainage and irrigation systems.  Ability to perform chemical applications, keep records, perform irrigation repairs, operate equipment and assist with the collection of information and specifications for equipment and materials to be purchased.   Ability to effectively establish working relationships with peers, contractors and the public.
Train, assign, direct and review the work of assigned facilities maintenance personnel; demonstrate proper methods of facility maintenance repairs, landscaping, equipment operation, facility system monitoring and maintenance and other more complex operations; demonstrate proper and safe equipment and tools operation.

Research and assemble information related to the evaluation, selection and purchase of grounds and building maintenance equipment, tools and supplies; meet with vendors and contractors as required, and assist in the testing, evaluation and selection of equipment, tools and contractors.

Perform a variety of advanced grounds maintenance duties; assist in the design and layout of operations within facilities; inspect buildings and other structures in the City; estimate time, labor and materials required to complete work projects.

Provide a variety of advanced level maintenance to City buildings and facilities, including structural systems, general carpentry, painting, plumbing, HVAC, minor electrical repairs, fire protection systems, communication systems, security systems, access control systems and elevators.   Exterior features including parking lots, sidewalks landscaping, drainage and irrigation systems.

Repair, patch, clean and maintain roof structures and drains.

Maintain and repair furniture, blinds, doors, locks, and office systems components.

Move furniture and equipment including files, cabinets, office machines and partitions.  Inventory and catalog system components.

Set up training and meeting rooms; move chairs, tables and audio visual equipment.

Perform minor electrical repairs; replace outlets, switches, light bulbs, fluorescent tubes and exit signs.

Repair, patch and clean floor coverings and ceiling tiles.

Clean, patch holes, prime and paint walls and other related surfaces and equipment.

Operate a variety of equipment including City vehicles, power and electric tools, hand trucks, dollies, ladders, lift units and cleaning equipment.

Provide inspections and guidance to custodial personnel; perform custodial duties as required.

Provide routine safety inspections and emergency repairs.  Maintain fire extinguishers and provide safe emergency evacuation routes and directions.

Inventory and purchase supplies; maintain records of activities and supplies utilized.

Perform a variety of grounds maintenance duties including, mowing, planting lawns, shrubs and trees, irrigation repairs, pruning and spraying low toxic pesticides

Maintain a variety of records including worked performed, fuel consumption and mileage, parts and materials inventory, purchases, equipment use, security, safety and vandalism reports; provide input into purchase of equipment, tools and supplies. Treat disease and pest conditions; safely spray pesticides according to WSDA regulations

Enforce City Park and facilities regulations; communicate with the public to answer questions, receive complaints, provide information and inform of regulations.

Perform related duties as assigned.

Any combination equivalent to:  graduation from high school and five years increasingly responsible experience equivalent to the level of a Parks Maintenance Worker II. Bachelor’s degree in Parks and Recreation Administration and/or further education in Horticulture, Construction or related field preferred.

Licenses and Other Requirements: 

Valid Washington driver's license; first aid certificate issued by an authorized agency.  Obtain valid Washington State Public Pesticide Applicators license within the first year in this classification.

Knowledge of:

  • Methods, materials, tools and equipment used in specialized and complex grounds and facilities maintenance and landscaping duties including park design and layout, chemical applications, and irrigation systems.
  • Principles of training and providing work direction.
  • Specifications development and bid evaluation.
  • Operation and repair of large and small power grounds equipment and machinery.
  • Cultivating, watering, fertilizing and spraying of trees, lawns, shrubs and flowers.
  • Appropriate health and safety precautions and procedures related to grounds maintenance activities including use of hazardous chemicals.
  • Operation and use of hand and power tools and equipment. 
  • Requirements of maintaining buildings and facilities in good repair.
  • Interpersonal skills using tact, patience and courtesy with the public and co-workers.
  • Basic record-keeping techniques. 
  • Methods, tools and equipment used in facilities and grounds maintenance and repair work
  • Methods, equipment, materials and chemicals used in custodial work.
  • Requirements of maintaining building in a safe, clean and orderly condition
  • Various work as required with structural systems, HVAC, carpentry, painting, plumbing, electrical, fire protection systems, communication systems, security systems, access control systems and elevators.
  • Knowledge of office systems components
  • Knowledge of state and local health and safety regulations
  • Record keeping techniques

 Ability to:

  • Perform a variety of skilled maintenance in structural systems, HVAC, carpentry, electrical, plumbing, painting, flooring, security systems, fire systems, access control systems and elevators.  .
  • Train, coach, correct, and direct the work of seasonals, Maintenance Workers I & II in a positive and effective manner.
  • Plan and organize work, materials, equipment, and personnel in order to complete a project safely and efficiently.
  • Perform specialized grounds keeping duties in the care and maintenance of City facilities
  • Plan and implement a preventive maintenance schedule
  • Work independently with little direction
  • Apply specialized chemicals to control and eradicate weeds, insects and other pests.
  • Perform general maintenance and repair on parks buildings, fixtures, facilities, furniture and equipment.
  • Operate heavy power equipment used in grounds keeping and construction.
  • Perform heavy physical labor.
  • Observe legal and defensive driving practices.
  • Meet schedules and time lines.
  • Communicate effetely, establish, and maintain cooperative and effective working relationships departmentally, interdepartmentally and publicly. 
  • Operate, service and make minor repairs on equipment.
  • Perform basic computer operations.
  • Maintain routine records related to work performed.
  • Physical ability to perform the essential job functions.
  • Demonstrated ability to positively and effectively interact with diverse individuals to accomplish a common goal.


Environmental Conditions and Physical Effort:

Work is performed outdoors in all weather conditions and requires travel to a variety of locations to perform work.  Employees may be subject to noise, and potentially hazardous fumes, chemicals, bio-chemicals, machinery and moving parts.  Walking over rough terrain and occasional lifting of up to 50 pounds may be required.
