Logistics Officer

General responsibilities 

• Process purchase requisitions/orders within purchasing authority.  

• Invite, assess and recommend supplier tenders, bids, quotations, and proposals  

• Establish and negotiate contract terms and conditions, and maintain supplier relationships 

• Prepare and maintain purchasing records, reports and price lists 

• Work with internal and external stakeholders to determine procurement needs, quality, and delivery requirements 

• Regularly inspect vehicles to ensure that all vehicles are in good working order and equipped according to NPA policy 

• Manage a stock system control and store keeping 

• Keeps asset inventory updated at all times 

• Assist in booking of travel and accommodation requirements for staff and official visitors 

• Ensures all vehicles and capital equipment are insured according to NPA’s, donor’s and local regulations 

• Ensures all logistics operations are fully documented and filing system well organized 

• Ensures all office consumables and supplies are procured in timely manner, stored and available for seamless functioning of offices and departments 

• Other duties and tasks assigned by the immediate supervisor 

Specific duties 

• Implement proper recording and monthly reporting systems of all logistics activities inclusive of updated inventory 

• Evaluates the performance of suppliers, oversees the customs clearing process and coordinates the processing of assigned customer orders 

• Responsible for the timely procurement and delivery of high quality, low-cost products and the proper processing of assigned customer orders 

• Keep accurate and up-to-date inventories of any stock held, and replenish and distribute them in line with the programme’s requirements 

• Keep accurate and up-to-date inventories of field teams and departments, including updating all files, logbooks and fuel records, analyse and reporting on fuel usage per kilometres monthly 

• Keep accurate and up-to-date vehicle history files, including detail of all servicing, repairs, logbooks and fuel records 

• Arrange for any servicing and repairs as required 

• Constantly evaluate all local suppliers, their products and prices to obtain the best value for money and conduct regular market surveys 

Qualifications: 

Education: 

• University degree/diploma in a relevant field  

• Good knowledge of English and Ukrainian - both speaking and writing 

• Good computer skills 

Experience: 

• Three years or more experience within the humanitarian sector 

• Two years or more experience in the relevant logistic field 

• Previous work experience in insecure environments and able to work effectively under difficult conditions 

• Experience with software for procurement, warehousing and fleet management is desirable 

• Experience in importation and customs procedures is preferred

• Systematic and organised in approach, including accuracy, consistency, and attention to details, tenacity, and the ability to work under pressure 

• Ability to meet deadlines and work calmly under pressure with limited supervision 

• Excellent health
