Business Analyst

We are seeking an experienced Business Analyst to support requirements analysis, business process definition, user experience, and product delivery for a Federal data analytics and AI modernization initiative.

The team will deliver a secure, scalable platform that integrates structured and unstructured data, provides data visualization and traceable AI-assisted analytics, and gives examiners centralized tools for search, review, monitoring, and decision support. The platform will support professional judgment and will not replace authoritative agency financial or grants-management systems or execute financial transactions.

Key Responsibilities

• Partner with the Product Owner and Scrum Master to translate mission needs, stakeholder priorities, and user needs into actionable product requirements.

• Elicit, analyze, document, and validate business, functional, and non-functional requirements.

• Develop and maintain epics, features, user stories, acceptance criteria, process flows, use cases, and business rules.

• Facilitate requirements-gathering sessions, stakeholder interviews, workshops, and working sessions with Federal customers and subject matter experts.

• Translate complex business processes and mission requirements into clear, testable, and technically actionable requirements.

• Work with product and technical teams to refine and prioritize the product and sprint backlogs.

• Participate in backlog refinement, sprint planning, sprint reviews, demonstrations, and retrospectives.

• Define and document current-state and future-state business processes and workflows.

• Identify gaps, dependencies, assumptions, constraints, and opportunities for process improvement.

• Collaborate with UX and technical teams to define user workflows, screens, dashboards, reports, search capabilities, alerts, and decision-support functionality.

• Work with data engineering and data science teams to define data requirements, data elements, business rules, data relationships, validation requirements, and analytical use cases.

• Translate AI/ML capabilities into clearly defined business use cases, user requirements, expected outputs, and acceptance criteria.

• Support requirements related to structured and unstructured data, data visualization, search, monitoring, analytics, and AI-assisted decision support.

• Work with QA and development teams to ensure requirements and acceptance criteria are sufficiently detailed to support test planning and validation.

• Participate in user acceptance testing and help validate that delivered capabilities satisfy defined business requirements.

• Track requirements through the software development lifecycle, maintaining traceability from stakeholder need through implementation and testing.

• Identify and communicate requirements risks, issues, gaps, and dependencies to the Product Owner and Scrum Master.

• Develop and maintain requirements documentation, process documentation, decision logs, and other project artifacts.

• Support stakeholder demonstrations and capture feedback for incorporation into the product backlog.

• Promote compliance with applicable security, privacy, accessibility, data governance, and records-management requirements.

• Help establish and continuously improve business analysis and requirements-management practices across the project.

Required Qualifications

• Demonstrated experience as a Business Analyst supporting software, data, analytics, or technology modernization initiatives.

• Experience eliciting, analyzing, documenting, and validating business and functional requirements.

• Experience developing user stories, acceptance criteria, use cases, business rules, process flows, and requirements documentation.

• Experience working in an Agile/Scrum environment and participating in backlog refinement, sprint planning, sprint reviews, and related ceremonies.

• Experience translating complex stakeholder or mission needs into clear, actionable, and testable requirements.

• Experience working directly with stakeholders and subject matter experts to understand business processes and user needs.

• Experience collaborating with cross-functional teams including software engineering, data engineering, analytics, QA, security, and product management.

• Strong understanding of business process analysis, workflow modeling, requirements traceability, and acceptance criteria.

• Strong written and verbal communication skills, including the ability to communicate complex technical and business concepts to both technical and non-technical audiences.

• Strong facilitation, analytical, problem-solving, and organizational skills.

• U.S. citizenship and ability to obtain and maintain Top Secret eligibility.

• Active Top Secret clearance highly preferred.

Preferred Qualifications

• Experience supporting Federal government, defense, intelligence, financial, grants, or other highly regulated environments.

• Experience supporting data analytics, artificial intelligence, machine learning, data modernization, or digital transformation initiatives.

• Experience working with data-intensive applications and analytical platforms.

• Familiarity with structured and unstructured data, data pipelines, databases, APIs, data visualization, and analytics.

• Experience defining requirements for AI-assisted workflows, analytics, search, monitoring, or decision-support applications.

• Familiarity with Jira, Azure DevOps, Confluence, or similar requirements and Agile management platforms.

• Familiarity with SQL and relational databases, including PostgreSQL or Microsoft SQL Server.

• Familiarity with cloud, on-premises, or hybrid technology environments.

• Understanding of modern software development practices, including APIs, microservices, CI/CD, DevSecOps, and automated testing.

• Experience developing process models, data flow diagrams, wireframes, workflow diagrams, or other visual requirements artifacts.

• Experience supporting user acceptance testing (UAT) and developing test scenarios or test cases.

• Experience with requirements traceability and configuration/change management.

• Familiarity with Linux, Java, .NET, Kubernetes/Rancher, Jenkins, Databricks, and AI/ML technologies.

• Business analysis certification such as IIBA-CBAP, CCBA, PMI-PBA, or equivalent preferred.
