The City of Glendora is seeking driven and dedicated individuals who have a desire to contribute to Glendora’s quality of life by joining the Police Department.

Under general supervision, receives and investigates complaints regarding zoning, housing law violations, occupancy, land use, public nuisances, fire code, Health and Safety, Building and Vehicle code; initiates enforcement action and issues citations and notices of violation; performs related duties as required.
Some of the typical duties of the Community Preservation Officer include but are not limited to, the following:
- Receives complaints regarding zoning, sign, land use ordinance violations, and public nuisances, including occupancy; prepares case files, including the establishment of legal owner, the verification of the parcel address, and other information necessary to conduct investigation and enforcement action; conducts site visits or confers with City personnel regarding violations; documents violations by securing photographs and other pertinent data; ensures that accurate case files are maintained; issues citations and notices of violation.
- Determines alternative methods to achieve code compliance involving application of related laws, ordinances, and regulations; consults with City Attorney, other City departments and a variety of agencies such as Fire, County Health, Humane Society, etc.
- Prepares abatement letters; conducts follow-up procedures including the preparation of additional correspondence, site visits, communications with complainants, attorneys, and property owners involved in code violation cases.
- Prepares cases for legal action, summarizing evidence gathered in the course of periodic inspections; appears in cost assessment hearings and/or Court to present testimony.
- Investigates and enforces the City’s Abandoned Vehicle Abatement Ordinance regulating the storage and parking of inoperative vehicles on private property; investigates and enforces the City’s Emergency Abatement Ordinance regarding unhealthful and unfenced swimming pools, abandoned, open/accessible dwellings and similar life safety concerns.
- Investigates reported graffiti concerns and sends written notification to property owners to have the public nuisance removed; contacts the Public Works Division to remove the violation from private properties as well as public property.
- Works with outside agencies in the investigation of issues related to health and safety, related emergency cases and issues pertaining to the National Pollution Discharge Elimination System (NPDES).
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from high school and three years of experience in municipal enforcement inspection or investigation, including public contact. Sixty units of college credit is desirable.
Knowledge and Skill Levels:
Working knowledge of the organization and functions of the various agencies involved in planning, zoning, and land use processes; related federal and state laws, ordinances, rules, and regulations; code enforcement; court etiquette and rules of evidence; office methods and procedures.
Special Requirements:
Possession of or ability to obtain a Class C California driver’s license and a satisfactory driving record during the course of employment.
The successful candidate must be willing and available to work weekends, holidays and nights on a routine scheduled basis.
Selection Process:
All applications will be reviewed and evaluated. Those candidates who are determined to be best qualified based upon the information presented on the application materials will be invited to continue in the selection process which may include a qualifying written or performance evaluation and will include an interview weighted 100%.
Applicants that have successfully complete Module I, II, and III of Certified Code Enforcement Officer through California Association of Code Enforcement Officers or equivalent will be waived from the written exam for this recruitment. Proof of completion must be attached at time of application to qualify for the test waiver.
