Description
Positions assigned to this class provide leadership and management of the human resources department, which includes recruitment and selection, employee retention, employee relations, job classification and compensation, training and workforce development, employee benefits, wellness and employee engagement. This position ensures the administrative and operational human resources services are responsive to city needs. The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks may vary over time depending on the city's needs.
- Recommend, develop, and communicate citywide human resources policies, regulations and practices.
- Administration and management of the city’s personnel rules.
- Plan and implement human resources short-term and long-term goals for continuous improvement.
- Develop and implement departmental rules, regulations, policies and procedures for the effective functioning of the department.
- Direct employees engaged in recruitment and selection, employee retention, employee relations, job classification and compensation administration, employee benefits, employee performance, training and development, wellness and employee engagement.
- Administration of employee benefits which may include benefit options, premium rate recommendations, and Request for Proposals (RFP) for medical, dental and vision.
- Conduct and/or facilitate employee investigations.
- Advise Deputy City Manager on human resources trends and issues.
- Position classification and compensation administration including classification and compensation studies and implementation recommendations.
- Prepare and monitor department budget; monitor expenditures ensuring effective and efficient use of budgeted funds.
- Respond to requests for information from elected officials, internal departments, citizens, and/or other applicable parties; respond to and resolve confidential and/or sensitive inquiries, issues and concerns.
- Facilitate meetings with staff, internal departments, committees and/or other applicable groups. Participate in city leadership meetings.
- Support the city’s policies, goals and objectives and work with management and other staff to ethically achieve such goals; ensure compliance with safety procedures.
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field and seven (7) years full-time paid professional experience in responsible administrative or managerial positions to include three (3) years supervisory experience, or an equivalent combination of education and experience.Knowledge
- Applicable city code, ordinances, rules and regulations, and local, state, and federal laws relating to human resources.
- Budgeting and financial principles.
- The principles and practices of effective administration with particular attention to strategic planning, organizing and directing comprehensive administrative programs.
Skills
- Setting goals and objectives and creating and implementing appropriate processes for their achievement; coordinating multiple and diverse activities and applying principles and practices of human resources.
- Supervisory and management experience including communicating effectively, team building, problem solving, and dealing professionally with controversial issues.
- Interpreting and applying complex principles, methods and practices related to human resources.
- Solving issues and making sound decisions.
- Using general software applications such as Microsoft Office, automated Human Resource Management Systems (HRIS), and recruitment/onboarding software.
Pre-employment Requirements
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.
Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds. Some evening and weekend work may be required.
