A vacancy exists in the Fire Department. This Human Resources Analyst I will support the Fire Recruitment Office.
A list of eligible applicants will be established based on the examination as outlined below.
Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants.

Under close supervision, performs routine professional human resources administration work.
Essential Functions
- The positions primary responsibilities include recruitment administration, applicant coordination, outreach, data management, and program support.
- Communicates frequently with applicants, new recruits, career personnel, outside stakeholders and agencies.
- Assists with attending and coordinating job fairs, creating and ordering recruitment materials, and other tasks to support recruitment efforts.
- Assists with job postings for Probationary Firefighter, Probationary Emergency Medical Technician, and Entry Level Paramedic.
- Assists with upkeep and review of departmental careers web page, with the collaboration of the Communications Manager and Public Information office.
- Receives eligible lists of candidates from Human Resources Recruitment Office.
- Schedules and organizes physical agility tests, interviews, and skills tests, with new candidates. Ensures events have proper staffing and supplies needed.
- Responsible for collecting and organizing a variety forms, as well as completing data entry.
- Keeps applicant pool engaged with updates in status, and projected testing and start dates.
- Streamlines recruitment workflows and processes to improve recruitment cycle times.
- May assist with onboarding of recruits, transition to background phase, and transition to the Fire Rescue Academy.
- Ability to interpret and communicate information on Baltimore County personnel policies, employee benefits, probationary status, merit increases, and union expectations.
- Analyzes recruitment metrics: time-to-fill, applicant flow, and diversity.
- Creates, modifies, and updates spreadsheets and other electronic media in order to help illustrate recommendations, trends, and a variety of market data.
- Interprets various laws, rules and regulations including Article 4 of the County Code, and federal laws such as the Fair Labor Standards Act (FLSA) as well as collective bargaining agreements.
- Interprets and ensures compliance with applicable personnel laws, rules, regulations, policies and procedures, and memoranda of understanding to employees, supervisors, and managers.
- Position will periodically be required to work evenings and weekends for major recruitment events and skills testing.
- Duties will include set up and break down of recruitment materials and testing supplies.
- May perform this work in an outside environment.
- Performs other related duties as required.
(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.)
Knowledge, Skills, and Abilities (Entry Level)
- Basic knowledge of the principles of public personnel administration.
- Basic knowledge of statistical concepts and procedures used in human resources administration and research.
- Basic knowledge of adult learning theory and teaching techniques.
- Ability to collect, evaluate, and analyze information for personnel related studies.
- Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to handle confidential material with discretion.
Knowledge, Skills, and Abilities (Full Performance)
- Knowledge of County human resources law, rules, regulations, policies, procedures, and memoranda of understanding pertaining to the performance of duties.
- Knowledge of applicable Federal and State laws, guidelines and requirements.
- Basic knowledge of the organization and functions of County agencies.
- Skill in collecting, evaluating, and analyzing information related to human resources administration.
- Skill in group instruction and facilitation.
- Skill in applying all applicable laws, regulations, policies, procedures, etc. to assigned duties.
- Ability to perform duties of increasing complexity, difficulty, or responsibility.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.
Medical Examination and Employment Background Investigation
Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
