This position performs professional and technical human resources work involving one or more core Human Resources functions and a variety of specialized assignments in public human resources administration.

Stafford County is looking for an organized Human Resource Specialist skilled in managing and updating data in a variety of HR systems. This position provides responsive guidance and support to employees and managers, answering questions and assisting with a broad range of human resources programs, policies, procedures, and services. The successful candidate will have demonstrated collaboration and customer service skills to join the Human Resources team. The position may support a variety of day-to-day administrative Human Resource functions related to payroll support and maintenance of human resource transactions in various systems, benefits administration, and recruitment support.


 We have developed a career ladder for the Human Resources Specialist role that consists of three levels. This ladder is designed to provide growth opportunities and recognize the diverse skill sets and experiences within the field. As such, the specific level and hiring rate will be dependent on the qualifications and experience of our selected candidate.
 
 The hiring range for this position is $25.26/hour to $37.17/hour based on education and related experience.

  • Assists with various Human Resources department systems updates and maintenance;
  • Assists with the implementation and administration of employee benefit plans;
  • Processes HRIS/Payroll transactions in Human Resources and Payroll systems and assures information is entered and available on a timely basis;
  • Sets employees up in enrollment portal and monitors enrollment status;
  • Provides general information to employees on available benefits options;
  • Provides general information to employees on available retirement benefits under the Virginia Retirement System (VRS);
  • Provides support for preparing for and conducting employee orientation;
  • Processes data related to new hires, terminations, transfers, promotions, pay increases and other information requests to update or correct data in the system;
  • Coordinates with payroll to review personnel actions, reconcile discrepancies, and provide audit support;
  • Confirms accuracy and integrity of all data entered by running queries, reviewing data, and resolving discrepancies;
  • Delivers routine reports and responds to basic or intermediate ad hoc data requests;
  • Updates and maintains manual/job aids for staff and other users;
  • Prepares offer letters for internal changes such as promotions and reclassifications;
  • Provides support for Classification and Compensation such as completing surveys and updating job descriptions;
  • Provides back up support to other functional areas such as recruitment, benefits administration, or general office support;
  • May provide data, conduct research, and make recommendations related to Human Resources Policies;

  • Ability to research and provide clear and concise recommendations and to prepare related reports;
  • Ability to perform and organize work independently, exercising judgment and initiative over assignments with occasional support of others.

The Human Resources Specialist position includes a career ladder of three levels, and the education and related experience of the successful candidate will determine the appropriate placement at the time of hire:

  • Human Resources Specialist I: High School Diploma, or equivalent, and 2 years’ administrative, customer service, or office support experience, preferably involving human resource support functions
  • Human Resources Specialist II: High School Diploma or equivalent and four years of experience in Human Resources; or an associate’s degree and two years of experience in Human Resources; or bachelor’s degree.
  • Human Resources Specialist III: High School Diploma or equivalent and six years of experience in Human Resources with at least one college level course in Human Resources; or an associate’s degree and 4 years of experience in Human Resources; or bachelor’s and 2 years’ experience in human resources
  • Possession of certification as a Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), IPMA Certified Professional, or other reputable certification in human resource management is advantageous and will be considered as part of the overall education and experience.
     

Physical requirements/Work Environment:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, sitting, walking, grasping, and repetitive hand motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
