POSITION OVERVIEW:

Quanta Government Solutions (QGS) is the federal infrastructure delivery platform of Quanta Services, a Fortune 500 company, delivering complex infrastructure solutions for U.S. Government customers. The Energy vertical supports the Department of Energy including federal energy, environmental, and national security programs through disciplined program management, operational excellence, and strong customer partnerships.

This position will initially serve as a roving Program Manager, supporting multiple QGS Energy project sites and programs based on operational need. As the Energy portfolio grows, the role may transition to primary support of a single site or program once sufficient workload exists to warrant dedicated assignment.

We are seeking an experienced Program Manager II to lead a portfolio of federal energy and infrastructure programs while providing guidance and mentorship to Program Manager I staff. This role is responsible for successful program execution, customer satisfaction, financial performance, and regulatory compliance across multiple concurrent programs. Serving as the operational bridge between day-to-day program execution and the strategic direction established by the Senior Program Manager and the Program Director, the Program Manager II drives disciplined execution, continuous improvement, and consistent delivery while supporting the long-term growth of the Energy portfolio.

What You'll Do

  • Program Leadership: Lead and support a portfolio of federal energy and infrastructure programs across multiple QGS project sites, ensuring successful execution of program objectives, customer requirements, scope, schedule, budget, quality, and safety. Prioritize resources and attention across assigned locations based on business and operational needs.
  • PMO Alignment: Partner with the Project Management Office (PMO) to implement program governance, reporting requirements, delivery standards, and best practices across assigned programs. Ensure program execution aligns with organizational objectives, customer expectations, and established program management processes.
  • Process Improvement: Lead continuous improvement initiatives that enhance operational efficiency, strengthen program execution, improve customer satisfaction, and promote standardized program management practices across assigned programs.
  • Cross-Functional Collaboration: Partner with Construction Operations, Safety & Quality, Finance, HR, IT/Cyber, Legal & Compliance, Contracts, Supply Chain, and other cross-functional teams to coordinate resources, resolve issues, remove barriers, and ensure successful delivery of assigned programs. Partner with site leadership and cross-functional teams across multiple locations to coordinate resources, resolve issues, remove barriers, and ensure consistent program execution.
  • Change Management: Support the implementation of organizational and program-level change initiatives by coordinating communication, process adoption, resource planning, and execution activities that promote successful program outcomes and continuous improvement.
  • Risk & Compliance Management: Proactively identify, evaluate, and resolve program risks, contractual requirements, operational issues, and schedule impacts. Develop mitigation strategies, implement corrective actions, and escalate significant concerns to the Senior Program Manager as appropriate.
  • Performance Management & Reporting: Prepare and present program performance reports, financial forecasts, customer updates, and operational metrics that provide visibility into program health, project status, financial performance, and key business objectives. Support proposal development, contract administration, and business planning activities as assigned.

What You'll Bring

Required Education and Experience

  • 8+ years of progressive experience in Program Management, Project Management, Construction Management, Engineering, or a related field supporting federal programs.
  • Bachelor's degree in Business, Engineering, Construction Management, Public Administration, or a related field required; advanced degree preferred. Equivalent combinations of education and relevant experience may be considered.
  • Demonstrated experience leading multiple concurrent programs while managing financial performance, schedules, and customer expectations.
  • Experience working within or alongside a Project Management Office (PMO), including program governance and reporting.
  • Working knowledge of federal contracting, project delivery, regulatory compliance, and program management principles.
  • Experience collaborating within complex matrix organizations and leading cross-functional teams.
  • Strong leadership, communication, organizational, negotiation, and relationship-building skills.
  • Ability to effectively manage multiple priorities in a fast-paced environment.
  • Experience supporting customer relationships within federal energy, infrastructure, engineering, or construction environments.
  • Proficiency with Microsoft Office and project management software such as Microsoft Project, Primavera P6, Smartsheet, or similar platforms.

 

Preferred Education and Experience

  • Experience supporting federal energy, environmental, infrastructure, engineering, or national security programs.
  • Familiarity with Department of Energy (DOE), National Nuclear Security Administration (NNSA), or other federal government customers.
  • Experience mentoring project or program management professionals.
  • Experience supporting proposal development, business development, or capture activities.
  • Project Management Professional (PMP) certification or willingness to obtain certification within 12 months of hire.

Preferred Licenses/Certifications

  • Project Management Professional (PMP) or similar industry-recognized certification.
  • Ability to obtain and maintain a U.S. Government security clearance as required by assigned programs.

 

SUPERVISORY RESPONSIBILITIES:

  • This position has no formal direct supervisory responsibilities but provides day-to-day leadership, coaching, and mentorship to Program Manager I staff. The Program Manager II promotes consistent program management practices, supports professional development, and serves as a resource for cross-functional teams while ensuring successful execution of assigned programs.
