Job Description:
The Senior Manager – City Operations AM Platform PMO is the strategic program leader responsible for directing the Project Management Office (PMO) dedicated to the rollout, enhancement, and optimization of the city's centralized digital asset management ecosystem.
Instead of managing physical infrastructure assets or writing code, this role drives the governance, timelines, resources, and vendor performance required to deliver enterprise software solutions. This position ensures that all software system modules, engineering mobile apps, and smart city data integrations are deployed on time, within budget, and in perfect alignment with live city operations.
Key Responsibilities
1. Program Management & Portfolio Governance
- Formulate, maintain, and execute the master deployment schedule for all software features, system modules, and integration projects across the Asset Management (AM) platform ecosystem.
- Establish and enforce standardized project management frameworks, agile/waterfall methodologies, and status reporting templates for all internal tech teams and external consultants.
- Manage multi-million-dollar technology budgets, balancing software licensing, infrastructure hosting costs, and consulting resources to prevent timeline delays.
2. Cross-Functional Integration & Change Management
- Serve as the primary operational link between technical software developers, system architects, and live physical asset operators (e.g., Roads, Public Realms, Facilities Management).
- Coordinate data stream integrations to ensure the core AM platform seamlessly communicates with financial engines, service charge recovery systems, and smart city IoT hubs.
- Design and champion robust user-adoption programs, field-staff training curricula, and feedback loops to ensure a smooth transition from legacy processes to the new platform tools.
3. Risk Management & Executive Reporting
- Proactively track, log, and mitigate critical platform deployment risks, such as data migration discrepancies, system downtime, security vulnerabilities, and configuration delays.
- Build and maintain high-level executive dashboards, presenting transparent project health reports, budget variance data, and milestone readiness updates to steering committees and C-suite leadership.
- Drive post-implementation reviews to capture lessons learned, eliminate project delivery friction, and boost future deployment speeds.
4. Vendor & Contract Governance
- Direct and manage the performance of master system integrators, software vendors, and tier-1 IT consultants.
- Audit external tech vendor deliverables against strict contractual Service Level Agreements (SLAs) and milestones, initiating penalty or escalation protocols if delivery quality dips.
Job Requirements & Qualifications
Education & Professional Credentials
- Bachelor’s Degree in Computer Science, Information Technology, Engineering, Business Administration, or a closely related professional discipline.
- Master’s Degree or MBA with a focus on Technology Management or Project Portfolio Management is highly preferred.
- Professional Certifications: Mandatory possession of a Project Management Professional (PMP) or Program Management Professional (PgMP) credential. Active Agile/Scrum or PRINCE2 certifications are highly desirable.
Experience
- Minimum of15+ years of progressive, hands-on experience leading technology-focused PMOs, large-scale enterprise resource planning (ERP) systems, or enterprise asset management system (EAMS) rollouts.
- Proven track record of managing complex multi-vendor technology portfolios within mega-projects, major public utilities, transport authorities, or master-planned smart cities.
- Deep experience navigating change management challenges when transitioning traditional operations teams onto modern, automated digital platforms.
Technical & Soft Skills
- Strong functional knowledge of major enterprise asset management platforms (e.g., SAP PM/MM, IBM Maximo, or equivalent integrated smart city software ecosystems).
- High proficiency in project portfolio management (PPM) software, resource scheduling programs, and advanced PMO dashboard tracking tools.
- Exceptional communication skills with a proven capability to translate deep technical IT jargon into clear, actionable business strategies for non-technical operations directors.
- Excellent negotiation skills with a history of holding premium international technology consultants accountable to aggressive delivery deadlines.
