General Summary
The Procurement Supervisor is responsible for supervising the procurement staff and coordinating daily procurement operations. This position oversees workflow, conducts and administers complex, high-risk, and high-value procurements, provides guidance, quality assurance, and supports the acquisition of construction services, professional services, and other services. Working under the direction of the Director of Procurement, the Procurement Supervisor ensures procurement activities are completed efficiently and in compliance with policies and applicable state and federal requirements.

Essential Responsibilities:
- Provide direct supervision, coaching, training, and performance management, for Procurement staff.
- Coordinate daily procurement operations, assign work, establish priorities, and monitor workflow to ensure timely and accurate completion of department activities.
- Manage procurement activities from planning through contract award for construction, professional services, goods, and other services, including complex, high-risk, and high-value acquisitions.
- Provide guidance to staff regarding procurement processes, contracting requirements, and best practices.
- Review procurement requests, scopes of work, solicitation documents, recommendations, and contract actions to ensure compliance, consistency, competition, and organizational risk mitigation.
- Lead or support solicitation development, vendor negotiations, contract administration activities, change order reviews, and procurement-related issue resolution.
- Ensure procurement activities meet quality assurance standards and documentation requirements, and maintain complete, audit-ready procurement files and records through direct work and review of teamwork. Support Disadvantaged Business Enterprise (DBE) compliance activities and assist with applicable federal reporting and documentation requirements.
- Identify procurement risks, compliance concerns, and process improvement opportunities and recommend corrective actions to the Director of Procurement.
- Build and maintain productive working relationships with District employees, vendors, contractors, consultants, funding agencies, and external stakeholders while ensuring fair, ethical, and compliant procurement practices.
Supporting Responsibilities
- Monitor regulatory and industry developments affecting public procurement and recommend improvements to procurement procedures, standards, and practices.
- Participate in cross-functional teams, organizational initiatives, audits, and special projects.
- Assist in the development and implementation of procurement procedures, training materials, and process improvements.
Supervisor Responsibilities
- Provides direct supervision and leadership to Procurement staff, including onboarding, work assignment, performance management, coaching, and corrective action activities in coordination with Human Resources and the Director of Procurement.
Fiscal Responsibility
- Responsible for ensuring procurement activities comply with District procurement authorities, contract requirements, funding source requirements, and procurement policies.
- Supports contract administration and procurement compliance activities but does not have independent budget authority.

Minimum Qualifications
Required Education and Experience
Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job. Education and course work can substitute for years of experience. Typical qualifications would be:
Experience:
- Minimum four (4) years of progressively responsible experience in procurement, purchasing, contract administration, supply chain management, or a related field.
Education:
- Associate degree in Business Administration, Public Administration, Supply Chain Management, Accounting, Finance, or a related field.
Preferred Qualifications
- Experience working in a public sector, governmental, federally funded, or similarly regulated environment.
- Experience with Federal Transit Administration (FTA) procurement requirements, Third-Party Contracting Requirements, or related federally funded procurement programs.
- Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Accounting, Finance, or a related field.
- Professional procurement certification such as CPPB, CPPO, CPSM, NIGP-CPP, or a comparable credential.
- Completion of National Transit Institute (NTI) Procurement Series courses.
Working Conditions & Expected Hours

- Work is performed primarily in an office environment with regular interaction with employees, vendors, contractors, consultants, funding agencies, and other stakeholders.
- Standard work hours are generally Monday through Friday from 8:00 a.m. to 5:00 p.m.; however, schedule flexibility is required to support meetings, public engagement activities, and organizational needs.
Travel
- Travel throughout the service area is required.
- Occasional travel outside of the region may be required for meetings, conferences, training, professional development, or organizational business.
- Operation of a District vehicle may be required.
