Job Description Summary
The Project Sourcing Leader (PSL) is a core cross-functional role responsible for end-to-end project sourcing delivery for PES CM&U business, covering both standard and complex projects. The PSL leads strategic and tactical sourcing activities throughout the entire project lifecycle from ITO to OTR phases, drives cost savings, ensures on-time and high-quality delivery, mitigates supply chain and customer risks, and aligns all sourcing execution with global GE processes and strategies.Job Description
Key Responsibilities
1. Supplier & Sourcing Strategy Management
Conduct supplier base assessment and develop optimized sourcing solutions to fulfill customer and business requirements. Lead the exploration and pilot of new sourcing initiatives to support business acquisition and project win. Establish tailored project sourcing strategies at project initiation by leveraging CSL/GCL global sourcing frameworks, and execute standardized sourcing governance across all product lines including Gas, Steam, Gen, HRSG and BOP.
2. End-to-End Project Sourcing Execution (ITO to OTR)
Serve as the primary external vendor quoting contact for complex MTO (Made-to-Order) parts during the ITO phase, acting as the key GE internal interface for Sales, ComOps, PMO and AE teams. Attend R1 review meetings to evaluate TRS impacts on sourcing strategy, validate complex parts cost and lead time, identify cost and cycle-time risks for non-capital lines, and review and provide sourcing comments on short-cycle workflows initiated by CM, to eliminate front-end supply risks during project execution.
Lead full OTR sourcing execution for all PES CM&U projects. Act as the primary OTR interface for internal stakeholders including PMO, Req Eng, SQE, STM and Site teams for order negotiation, vendor expediting and issue resolution for project delivery. Attend R3 and IKOM/EDRM milestone reviews, complete converted BOM analysis in advance of project gate reviews, identify delivery risks and engineering priorities, align TRS requirements with sourcing execution, and confirm vendor selection and LOI placement plans before final part definition.
3. Cross-Functional Collaboration & Project Governance
Work closely with cross-functional teams including AE, PMO, OM and RE to align project sourcing schedules, proactively flag delivery deviations, and ensure feasibility of engineering-defined project timelines. Analyze project scope of supply, contractual obligations, LD risks, GPA restrictions and TRS specifications to fully align sourcing execution with customer commitments and contractual requirements. Oversee project EAC management, supervise and coordinate with MTO project buyers to ensure consistent project delivery stability.
Lead commercial negotiations for all owned spend categories to deliver committed sourcing KPIs. Develop dual-source and implement bundle-buy strategies to deliver annual cost-saving targets while sustaining on-time delivery performance. Optimize business cash flow by improving standard payment terms and reducing days to pay. Oversee strategy implementation and drive consistent delivery of annual sourcing KPIs and business objectives in line with GEV Ways.
5. Supply Chain Risk Mitigation & Process Optimization
Mitigate supply chain risks by reducing single/sole-source dependency, shortening supplier lead time, and securing consistent quality of procured parts and services. Focus strongly on LD prevention and overall customer risk reduction. Lead continuous improvement on sourcing workflows, payment application processes and end-to-end BTP processes. Drive standardized operating metrics and regular business rhythms to ensure full alignment with global operational standards.
6. Quality, Documentation & Project Standardization Support
Own end-to-end support for SDR, RFI and FPQ activities, and resolve quality and documentation issues including CIR, RCA and CoPQ. Support global campaign deployment and product line standardization across all PES business segments.
Required Qualifications
• Bachelor’s degree in Finance, Business, Technical, Supply Chain management or Engineering Master’s Degree in Business Administration (MBA)
• Minimum 5 years of experience of Mechanical/Energy Industry Sourcing/Procurement
• Prefer if have more than 5 years Sourcing Experience.

• Acceptable 20% travel
