Your mission
CORE RESPONSIBILITIES
This role sits within the People and Culture function and supports the delivery of HR & L&D shared services across agreed operational areas. The HR & L&D Services Officer works closely with the HR Services Team Lead, HR Business Partners, managers, employees, and external providers to ensure HR operational support is delivered accurately, on time, and in line with agreed standards.
- Coordinate day-to-day delivery of core HR operational services across agreed service areas, ensuring timely, accurate, and consistent support to employees, managers, and HR stakeholders.
- Support employee lifecycle administration, including onboarding, employee changes, contract administration, benefits administration, payroll inputs, employee records management, and offboarding.
- Prepare and maintain accurate HR documentation, employee records, and system updates in line with internal standards and approval requirements.
- Support payroll and benefits administration by ensuring employee changes, documentation, and data submissions are complete, accurate, and submitted on time.
- Act as an operational point of contact for HRIS administration, workflow execution, and employee data quality within the team’s remit.
- Manage or support the handling of HR queries and operational cases, ensuring responsive, professional, and confidential service and appropriate escalation of more complex issues.
- Support the day-to-day administration of War Child Alliance’s Learning and Development activities and platforms, including responding to employee and manager queries, coordinating access and enrolments, maintaining accurate learning records, resolving basic system issues, and escalating more complex matters where required.
- Contribute to process improvement, standardisation, and digital workflow enhancements that improve service quality, efficiency, and user experience.
- Support compliance with internal policies, data privacy requirements, documentation standards, and applicable employment-related procedures.

ROLE-SPECIFIC OR CONTEXT RESPONSIBILITIES
- The roles are specifically designed for the War Child Alliance Foundation supporting Alliance Shared Services departments/units/employees hosted in the Netherlands, other Fundraising member officers (eg. UK, Germany, Sweden, USA) or an (international) staff contract in country programmes. There are two Officer roles.
- One of the Officers role is specifically designed to be based in the Netherlands, focussing on implementing Dutch labour law and practices and supporting War Child Alliance Shared Services colleagues hosted in the Netherlands and colleagues of War Child Netherlands fundraising member
- The other Officer role is decentralised to support colleagues hybrid, this role can be based in any of the offices where War Child Alliance Foundation has a presence

KNOWLEDGE, SKILLS, EXPERIENCE Education
- Relevant qualification or equivalent professional experience in human resources, business administration, operations, or a related field is desirable.
- Worked in HR services, HR operations, administration, or a shared services environment
- Supported employee lifecycle processes such as onboarding, contracts, employee changes, payroll inputs, benefits administration, employee records, or offboarding
- Used HR systems, digital workflows, or reporting tools to support accurate service delivery and data quality
- Coordinated administrative processes that required accuracy, organisation, and attention to detail
- Worked with employees, managers, colleagues, or external providers across different teams, cultures, or locations
- Contributed to process improvement, standardisation, or service quality initiatives
- Worked in an international, matrix, or multi-country organisation is desirable
- Fluency in English isrequiredfor this role.
- Additionallanguages may be useful depending on stakeholder groups and organisational context, for example Arabic, Dari, French, Spanish, or Ukrainian
- Knowledge of HR operations and shared services processes across the employee lifecycle
- Understanding of payroll-related administration, HR systems, employee data management, contracts administration, benefits processes, and HR query handling
- Ability to organise and coordinate operational HR services effectively, with care and attention to detail
- Comfortable using HRIS, digital workflows, and reporting tools to support service delivery and data quality
- Builds effective working relationships with employees, managers, colleagues, and external providers across different functions, cultures, and locations
- Uses judgement, a service-oriented approach, and a continuous improvement mindset
- Supports clear, consistent, and user-friendly ways of working across HR services
What we offer
- Location : We work with global teams with team members being based in different locations. War Child is currently operates in: Afghanistan, the Central African Republic, Colombia, DR Congo, Germany, Jordan, Lebanon, the occupied Palestinian territory, South Sudan, Sweden, Syria, Uganda, Ukraine (soon to be registered), and Yemen. We also have offices in the Netherlands and the United Kingdom. Preference is given to applicants who reside and have valid working permits. War Child does not offer relocation.
- Type of Contract : Local contract with salary and secondary labour conditions based on the in-country salary scale, local T&C's will apply.
