SUMMARY 

The Organizational Change Management Analyst III facilitates change within an organization by effectively aligning people, processes, and technology to achieve strategic goals. Ensures that organizational transformations are carried out smoothly and efficiently. Operates independently and grows knowledge in their field.

In this role, the Analyst supports a federal client organization at the senior headquarters level, partnering with the Organizational Change Management (OCM) Lead and cross-functional stakeholders — including GS-15, Senior Executive Service (SES), and General/Flag Officer-level leadership — to translate change initiatives into stakeholder engagement plans, governance documentation, and executive-ready communication products.

ESSENTIAL REQUIREMENTS 

Active Secret security clearance and U.S. Citizenship required.

 

KEY DUTIES AND RESPONSIBILITIES  

Essential duties and responsibilities include the following. Other duties may be assigned.

Change Strategy & Stakeholder Engagement

  • Leads the development and implementation of change management strategies for complex projects.

  • Partners with cross-functional teams to integrate change management activities into project plans.

  • Conducts thorough impact and readiness assessments across multiple business units.

  • Designs and implements comprehensive training programs tailored to stakeholder needs.

  • Develops and manages stakeholder engagement plans to ensure alignment and support.

  • Measures change adoption, identifies gaps, and recommends corrective actions.

  • Coordinates stakeholder identification, audience-awareness research, and sentiment analysis to inform targeted communications and engagement plans across the enterprise.

  • Prepares materials and briefings that build stakeholder buy-in and translates policy and organizational changes into clear, audience-appropriate messaging for executive- and senior-leadership discussions.

  • Monitors and evaluates stakeholder feedback, recommending adjustments to organizational products and messaging.

Program & Process Standardization

  • Applies maturity model frameworks to standardize and tailor organizational change and program management processes.

  • Develops and maintains organizational charters, execution plans, and long-range enterprise planning documents that define roles, responsibilities, and governance structures, facilitating leadership discussions on organizational design for change initiatives.

  • Manages and organizes program and functional information on collaboration platforms, such as SharePoint, ensuring content accuracy, accessibility, and version control across the enterprise.

  • Tracks deliverable schedules, action items, and task status using trackers or dashboards, proactively identifying schedule risks and recommending timeline adjustments to maintain program milestones.

  • Directs execution of stakeholder transition plans for business units or customer organizations onboarding into the enterprise, including coordination and preparation of transition documentation.

Communications & Publications

  • Independently produces polished, executive-ready written materials — including articles, talking points, white papers, ad hoc reports, executive publications, and informational materials — for internal and external audiences, managing the drafting, review, and approval lifecycle in coordination with designated government approval authorities.

  • Builds and maintains communication plans and standardized messaging products for enterprise and campaign-specific initiatives.

  • Establishes best practices and platform guidance for recurring communications supporting leadership forums and stakeholder communities.

  • Provides coordination and material-preparation support for recurring leadership reviews and governance forums.

  • Serves as liaison to communications counterparts across the organization on cross-functional efforts.

  • Collaborates with graphics and visual communications resources to translate change content into finished stakeholder-facing products, ensuring visuals accurately reflect approved messaging.

 

EDUCATION AND EXPERIENCE 

  • Bachelor's degree and a minimum of four to seven (4-7) years relevant experience, or equivalent combination of education/experience.

  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) and collaboration platforms such as SharePoint is required to support daily task execution.

  • Strong written and verbal communication skills are preferred, with writing samples demonstrating clear, organized business writing (e.g., memos, information papers, status reports).

  • Demonstrated ability to communicate effectively, both orally and in writing, with senior stakeholders — including GS-15, Senior Executive Service (SES), and General/Flag Officer-level leadership.

  • Experience supporting governance documentation, process mapping, or maturity-model frameworks for federal or DoD organizations.

  • Prior experience supporting federal organizations at the headquarters or enterprise level.

  • Familiarity with federal budget planning and execution cycles is preferred.

  • Change management certification (e.g., Prosci/ADKAR, CCMP) or equivalent formal training in organizational change methodologies is preferred.

  • Exposure to project management methodologies or coursework (e.g., CAPM, introductory PMP coursework) is preferred.

 

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $81,800 to $128,000, with the final offer contingent on location, skillset, and experience.
