SUMMARY 

The Organizational Change Management Lead drives change within an organization by effectively aligning people, processes, and technology to achieve organizational goals. Demonstrates the ability to ensure organizational readiness, capability to adapt to change, and drives successful outcomes.

In this role, the Analyst operates at the senior advisory level for a federal client organization, engaging directly and regularly with GS-15 civilians, Senior Executive Service (SES) leaders, and flag officers to build sustained change management capability across the enterprise.

Active Secret security clearance and U.S. Citizenship required.

 

KEY DUTIES AND RESPONSIBILITIES  

Essential Duties and responsibilities include the following. Other duties may be assigned. 

 

Change Leadership & Program Direction

  • Develops and oversees large-scale change management programs affecting multiple business areas.

  • Serves as a trusted advisor for senior leadership on change-related issues.

  • Uses data-driven insights to shape and refine change management approaches.

  • Leads organizational assessments to inform change direction and policymaking.

  • Drives the adoption of best practices in change management across the organization.

Stakeholder Engagement & Communication Alignment

  • Identifies senior stakeholders — including GS-15, SES, and flag officer audiences — and assesses their awareness of ongoing and emerging change initiatives.

  • Determines the most effective methods for reaching key stakeholders and audience groups, fostering consensus and buy-in among executives responsible for organizational change projects.

  • Translates policy changes into audience-appropriate messaging in coordination with senior leadership and stakeholders.

  • Evaluates stakeholder feedback and recommends adjustments to organizational products and messaging.

Mentorship

  • Leads and mentors analysts, providing guidance and professional development.

Program & Process Standardization

  • Establishes governance documentation for streamlined program management processes, defining roles, responsibilities, and handoffs among stakeholder groups.

  • Builds and applies maturity model frameworks to automate, standardize, and tailor change management and program management processes.

  • Standardizes program management processes and documentation across the organization, improving leadership visibility into program and functional status while reducing administrative reporting burden.

  • Organizes program and functional information for accessibility through client information systems, such as SharePoint.

  • Maintains organizational charters and execution plans that define roles, responsibilities, and governance structures for change initiatives.

  • Guides development of long-range enterprise planning documents and program roadmaps to support multi-year organizational and process improvement initiatives.

  • Directs execution of stakeholder transition plans supporting the onboarding of business units or customer organizations, including intergovernmental coordination and transition documentation.

Communications & Publications

  • Oversees communication plans and standardized messaging products for enterprise and campaign-specific initiatives.

  • Manages the development and production of executive publications and standardized print/digital materials using approved graphics and publishing applications.

  • Produces and quality-checks written and digital communication products — including articles, talking points, white papers, ad hoc reports, executive/leadership messaging, and informational materials — for internal and external audiences, coordinating with designated government approval authorities for review and clearance.

  • Advances standardization of recurring communications, establishing best practices and platform guidance for leadership forums and stakeholder communities.

  • Facilitates coordination and material-preparation support for recurring leadership reviews and governance forums.

  • Acts as primary liaison for communications counterparts across the organization, driving cross-functional collaboration on communication efforts.

 

EDUCATION AND EXPERIENCE 

  • Bachelor's degree and a minimum of seven to nine (7-9) years relevant experience, or equivalent combination of education/experience.

  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel), SharePoint, and Visio or comparable process-mapping tools is required.

  • Demonstrated ability to communicate effectively, both orally and in writing, with senior stakeholders — including GS-15, Senior Executive Service (SES), and General/Flag Officer-level leadership — is required.

  • Exceptional writing skills are required, with a demonstrated ability to independently author polished, executive-ready deliverables — including talking points, white papers, communication plans, and leadership messaging — that require minimal revision before Government submission.

  • Strong project management skills are required, including the ability to plan, sequence, and track multiple concurrent workstreams, manage deliverable schedules and dependencies, and coordinate cross-functional teams against established milestones.

  • Experience developing and maintaining schedules, trackers, or dashboards (e.g., Integrated Master Schedule or equivalent) to monitor task status, action items, and deliverable due dates is required.

  • Working knowledge of public policy development processes and their implications for organizational change management is required.

  • Experience managing personnel communications and organizational change on projects with diverse labor pools and competing priorities, across mixed Government and contractor teams, is required.

  • Change management certification (e.g., Prosci/ADKAR, CCMP) or formal training in organizational change methodologies is preferred.

 

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $94,200 to $138,000, with the final offer contingent on location, skillset, and experience.
