MANAGEMENT ANALYST
THIS RECRUITMENT IS TO FILL ONE (1) FULL-TIME VACANCY IN THE PUBLIC WORKS DEPARTMENT AND ESTABLISH AN ELIBILITY LIST THAT MAY BE USED TO FILL FUTURE VACANCIES.
The examination process consists of a competitive evaluation of qualifications based on a review of the employment application and supplemental questionnaire. THE IDEAL CANDIDATE
The City of Baldwin Park is seeking a highly organized and self-motivated professional to join the Public Works Department. The ideal candidate demonstrates sound judgment, strong analytical and communication skills, and the ability to effectively coordinate multiple projects and meet critical deadlines. This position performs a variety of administrative, fiscal, and operational functions, including conducting research and analysis, preparing comprehensive reports and recommendations, and assisting with the development and implementation of policies and procedures. The successful candidate works independently, maintains effective working relationships, and collaborates with City departments, outside agencies, community organizations, and the public to support departmental programs and operations.
THE POSITION
The Management Analyst in the Public Works Department will work closely with the department leadership team to support department-wide initiatives within the scope of assigned programs and administrative functions. The position will conduct research and analysis, prepare reports and recommendations, assist with the development and implementation of policies and procedures, and support administrative, fiscal, strategic planning, and operational activities. The Management Analyst will also coordinate with City departments, outside agencies, community organizations, and the public to support the effective administration of departmental programs and services.
Duties may include, but are not limited to the following:
- Oversee assigned programs and administrative support functions and specialized department programs.
- Assists in drafting, and implementation of policies and procedures; assist in the preparation of ordinances and other supporting program documents.
- Assist in developing City's processes responsive to the needs of the City and business community.
- Collect, compile and analyze information from various sources on a variety of specialized topics related to programs administered by the position or by management staff including complex financial, budget, or administrative issues; prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.
- Conduct surveys and perform research and statistical analyses on administrative, fiscal, and operational problems or issues; monitor legislation and analyze proposed legislation.
- Maintain liaison with other departments, State agencies, cities and community groups.
- Compiles information and prepares manuals, documents, resolutions, or publications relating to administrative, fiscal, or operational issues.
- Provides assistance to department management, other City personnel, and the public regarding administrative, fiscal, strategic planning or operational issues, policies, or procedures; directs the work of others involved in related activity.
Knowledge of:
- General principles and practices of municipal government management.
- Pertinent Federal, State, and local laws, codes and regulations.
- General principles and practices of municipal government budget preparation and administration.
- Principles and techniques related to business financing, employment development and related programs.
- Sources of information related to a broad range of municipal programs, services and administration
- Basic statistical methods and management analysis
- Modern office procedures, methods and computer software and hardware.
- Terminology used in area of assignment.
- Principles and practices of effective supervision, performance management, financial analysis and negotiating techniques.
- Coordinate multiple projects and meet critical deadlines.
- Work independently and exercise considerable independent judgement in resolving issues.
- Prepare comprehensive written and oral reports.
- Communicate clearly and concisely, both orally and in writing.
- Self-start and meet established deadlines.
- Interpret and apply Federal, State and local policies, procedures, laws and regulations.
- Effectively establish and maintain working relationships with staff, management, City departments, community organizations, boards, commissions, and the public
- Understand the organization and operation of department and of outside agencies as necessary to assume assigned responsibilities.
- Recommend policies and implement programs in support of the assigned department or programs.
Experience and Training:
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the require knowledge and abilities would be:
Experience:
- Sufficient years of increasingly responsible experience in public administration, community or economic development, business administration or a closely related field. Incumbents in this position are expected to communicate verbally, in person and by telephone, in meeting setting and at business.
- Previous experience in a Public Works and/or Engineering Department involving grant administration, solid waste, transit/transportation, and capital project administration is highly desirable.
- Equivalent to a Bachelor's degree from an accredited college or university with a degree in public or business administration, urban planning, community development, economics, or a closely related field.
Licenses and Certifications:
- Individuals must be physically capable of safely operating a City vehicle and must possess and maintain an appropriate valid California Driver's License.
