Responsibilities

The Program Manager provides strategic and operational leadership for Vista Community Clinic’s Prevention and Advocacy Program, overseeing multiple projects and teams focused on improving community health. This position leads community-centered prevention initiatives addressing tobacco, alcohol, and other drug use, as well as built environment strategies that promote health and advance health equity. The role requires strong experience in community engagement, stakeholder collaboration, and working with local government, including developing policy recommendations and supporting policy implementation and monitoring.• Primary duty consists of hiring, firing, promoting, training, evaluating and/or directing the work of designated staff• Responsible for prioritizing and guiding programmatic and operational activities of projects, monitoring outcomes and ensuring contract requirements are met• Provide direct supervision of project staff including personnel administration, work assignments, recruitment and hiring, evaluations, disciplinary action and training activities• Responsible for budget tracking/fiscal accounting and assuring that program expenses are allowable withinspecified terms• Responsible for recommending and generating budget revisions and justifications• Responsible for internal and external program reporting, such as progress and final reports• Schedule and facilitate regular staff meetings• Oversee completion of program objectives and make changes in scope as needed or appropriate• Responsible for oversight and completion of program evaluation• Participant of grant writing team, with ability to work independently on assigned sections of the proposal• Prepare and provide on-going training for project staff, clinic staff, and program participants as required• In coordination with Clinic public relations staff, develop press releases and promotional material as needed• Report any unusual occurrences or incidents to supervisor and clinic administration• Serve as a liaison and assist with collaborative support activities with community agencies, local government representatives, neighborhood residents and other Vista Community Clinic project staff• Perform direct services as required• Prepare all required reports and maintain records per clinic and contract policy• Prepare materials for and participate in internal and external audits• Enhance professional growth and development through participation in educational programs, current literature review, in-service meetings and workshops• Support the vision, mission and goals, and demonstrate a commitment to the values of the organization• Perform other duties as directed

Qualifications

Minimum

• Bachelor’s degree in public health or related field
• Minimum two years' related experience
• Valid California driver’s license, current vehicle insurance and reliable transportation

Preferred

• Bilingual English/Spanish
• Bachelor's degree with minimum two years' related experience or Master's degree in Public Health or related field

Required Skills/Knowledge/Abilities

• Knowledge of child development, early education, social work, and/or pediatric care
• Experience with government grants and contracting including expense tracking and reporting
• Knowledge of available local community resources and government, community health centers, public assistance programs and state/federal regulations
• Ability to work flexible hours, including evenings and weekends as requiredProficient in MS Office programs, spreadsheet, desktop publishing programs and business e-mail communication systems

Pay Range

• $69,000 - $85,000 depending on experience
