Description

Under the general direction of the Director of Public Works, assists in the direction, planning, review and management of the Public Works Department while overseeing the primary responsibilities of the Streets, Water, Wastewater, Facilities, Stormwater, Supervisors, assigned staff within the Department. Oversees additional responsibilities within the Public Works Department in the absence of the Public Works Director.
  • Supports and assists the Director of Public Works in the daily operations of the Department.
  • Supervises, oversees and manages operations of the Streets, Water, Wastewater, Stormwater, and Facilities divisions, including implementation of water system maintenance, improvements and construction for the distribution system, water tanks, pump stations, and the SCADA monitoring operations.
  • Supervises, oversees and manages operations of the Sewer Division including implementation of sewer system maintenance, improvements, and construction for the wastewater collection system and lift stations.
  • Supervises, oversees and manages the daily operations of the Streets department including implementation of road maintenance, improvements and construction. This will include all street signage.
  • Provides direction and oversight to each division supervisors.
  • Helps develop and implement policies, procedures, and work plans for efficient operations.
  • Manage and prepare report for state mandated regulatory programs from TWDB for annual water usage survey, water loss audit, utility profile, drought contingency plan etc.
  • Maintain, manage and prepare report for mandatory regulatory programs/permits from TCEQ for stormwater (MS4), water and wastewater systems
  • Counsels, disciplines, evaluates, develops, and directs assigned staff.
  • Coordinates and prioritizes department and division operations to meet needs of the department and safety of the public. 
  • Inspects ongoing work of assigned divisions, investigates requests for new projects, and meets with citizens groups to resolve concern and issues regarding department activities.
  • Responds to resident inquiries and resolves operational issues in a timely manner.
  • Codes invoices, researches billing problems, develop budget projections for Streets, Water, Wastewater, Stormwater, and Facilities.
  • Assist in preparing, administering and monitoring annual budget.
  • Conducts safety investigations within the City including water system integrity and sanitary sewer problems.
  • Coordinates all contracts with the North Texas Municipal Water District (NTMWD) for delivery of potable water, operation of wastewater treatment facilities, implementation of wastewater pretreatment program, and operational issues related to compliance with all applicable regulations.
  • Responds to inquiries and complaints from residents, vendors, contractors, and consultants.
  • Conducts field inspections of work in progress or upon completion.
  • Remains on-call to monitor and troubleshoot operations of the water control system.
  • Assist with managing the City’s MS4 Stormwater Permit Program in accordance with TCEQ and EPA requirements
  • Prepares request for qualifications/proposals/bid document spec (RFQ/RFP); evaluates submittals; manages professional services contracts; and negotiates scope, budget, and schedule
  • Reviews engineering plans, verify if they meet City standards, specifications, and policies and coordinates plan review with other City departments for input and compliance
  • Prepares right-of-way deeds and easements and supports related survey and recordation processes
  • Reviews work in progress and completed work at project sites
  • Manages project coordination for capital improvement projects including design, scope of work, cost estimating, contract administration, budgets, and schedules. Analyzes and interacts with various City departments on the intent of the capital improvement project and project scope.
  • Coordinate with other agencies (TxDOT, NCTCOG, Collin County, TCEQ, TWDB etc.) for ongoing projects and activities
  • Assist with preparing council agendas, presentation, reports and technical memo.  
  • Attends meetings, conferences, and training.
  • Acts as Director of Public Works as assigned.
  • Prepares and submits reports to regulatory entities.
  • Performs other related duties as assigned.
  • Attendance; regular and timely attendance during assigned work hours. After hours and weekend work required as necessary.
  • Deadlines; ability to set and meet appropriate deadlines. Timely follow-up and follow-through with staff and others. Effectively multi-task and work under time pressure and deadlines.
  • Communications & Record Keeping; ability to read, comprehend and effectively communicate, both verbally and in writing, in English. Communicate effectively and professionally with staff, volunteers, council and others. Ability to maintain and retain all records and follow the City’s record retention policy.
  • Customer Service; must be professional, respectful, helpful, and polite to staff, volunteers, council members, and others at all times. All work must be performed in a timely and satisfactory manner.
  • Financial; ensure all expenditures are within budget. Utilize the City’s Procurement Card (P-Card) in ethical and responsible manner. Submit receipts daily. Ensure all financial functions, recordkeeping, and reporting are performed timely and accurately and that records are properly created and maintained.
  • Policies & Procedures; perform duties in accordance with City policies, procedures, standards, and comply with local, state, and federal law.
  • Safety; follow safety policies and rules, and conduct monthly safety meetings.
  • Stay Current; keep up with trends and changes.
  • Confidential Information; safeguard confidential information and disclose only to those in “need to know”.
  • Teamwork; work effectively with others as part of team to ensure efficient operations and enhanced productivity.
  • Bachelor’s degree (B. S.) from an accredited four-year college or university in Civil Engineering or a related Engineering, Construction Management or related field, with 7 to 12 years of related experience; OR a Masters/PhD in Civil Engineering or a related Engineering, Construction Management or related field, with 6-10 years of related experience; or an equivalent combination of education and experience.
  • Minimum five (5) years of leadership/managerial or supervisory experience, three (3) years of which is in a municipal government or similar setting; 
  • Must have a C water license or equivalent combination of education and experience. 
  • Registered as a Professional Engineer (P.E.) in Texas highly preferred
  • Certified Floodplain Manager (CFM) preferred, or ability to obtain within 12 months of hire
  • Must possess a valid State of Texas Driver’s License
  • Must have working cell phone and ability to respond to after-hours calls. 
  • Reliable transportation, and ability to drive; maintain and provide proof of liability insurance. Have and maintain professional, inviting, and friendly demeanor. 
  • Ability to pass a background check, pre-employment drug screening, and physical exam.
