Technical Program Manager SME

Position Summary: We are seeking an experienced and innovative Technical Program Manager to lead the MTSI Ground and Fire Control Team for the  Space Based Interceptor (SBI) Program Office as part of the greater Golden Dome of America initiative with the Department of War (DoW). In this position, you will provide mission‑level technical leadership and guide the planning, development, integration, testing, execution and sustainment of complex system‑of‑systems capabilities within the SBI architecture. You will advise government stakeholders on requirements, interfaces, architectures, and CONOPs while evaluating contractor/vendor designs and integration approaches to ensure alignment with mission objectives. The role involves leading multidisciplinary engineering teams, coordinating across government and contractor organizations, and driving technical coherence across space, ground, sensor, and command‑and‑control elements. You will guide end‑to‑end integration and testing activities, develop and assess test and analysis plans, analyze results, identify issues, and deliver clear recommendations to program leadership. Additional responsibilities include optimizing system performance, promoting modern development tools and practices, enforcing cybersecurity and MOSA standards, and proactively identifying and mitigating technical risks. This position requires strong communication skills and the ability to translate complex technical issues for diverse audiences, ensuring alignment across stakeholders and supporting informed decision‑making for the SBI mission. Job Responsibilities: Mission-Level Technical Leadership: Lead and manage the MTSI Engineering team in the support of technical planning, design, development, testing, analysis and execution activities supporting performance characterization, requirement verification and assessment  as part of the Space Based Interceptor Team in operational and testing/integration  environments. System-of-Systems Architecture, Requirements and CONOPs Support: Support and advise government customers and stakeholders in the development, refinement and verification of system requirements, interfaces (Interface Control Documents - ICDs), behaviors and concepts of operations (CONOPs). Evaluate contractor/vendor design proposals, integration approaches, architectures, algorithms and test strategies to ensure alignment with mission needs and government intent while identifying opportunities to improve end-to-end performance. Facilitate cross-domain, system-of-systems integration to establish technical coherence with the greater Golden Dome architecture. Team Leadership and Management:  Provide leadership and oversight to systems engineering, software engineering, and systems analysis teams by providing technical direction, managing resources, and ensuring effective multi-disciplinary coordination. Assess team strengths, weaknesses, and workload demands to determine when additional resources or SME expertise are required. Work collaboratively with government customers, SETA/SEIT/FFRDC partners, and contractor organizations, ensuring clarity in roles and responsibilities and aligning team capabilities with SBI program needs and mission objectives. Mission Integration, Testing and Analysis Leadership: Serve as lead and technical advisor of end-to-end and element/component-level systems integration and test planning across SBI space and ground segments, sensors, external command and control systems (Golden Dome Battle Manager – GDBM). Develop and execute Integrated Test Plans (ITPs) and Test Readiness Reviews (TRRs) using Government Reference Architectures (GRAs), contractor/vendor Solution Reference Architectures (SRAs), models and simulations. Draft analysis execution plans (AEPs), contractor/vendor source selection assessment criteria and integration testing entrance and exit criteria. Oversee and guide technical teams in analyzing test results, identifying anomalies and delivering recommendations to government customers. Performance Optimization: Guide multidisciplinary teams in evaluating and refining system performance to enhance throughput, reliability, operational availability, and autonomous execution, ensuring the end‑to‑end architecture is optimized for warfighter readiness and mission success. Risk Management and Mission Assurance : Monitor contractor performance, identify technical and programmatic risks across the SBI system-of-systems, and recommend mitigation strategies that support mission objectives and performance requirements. Track issues, watch items, and integration dependencies to ensure timely resolution and maintain program momentum. Required Qualifications: Education and Experience: Bachelor’s degree in a STEM field or equivalent with 15 years’ related experience; Required Security Clearance: Must have an Active Top-Secret Clearance with SCI Eligibility Prior experience for access to Special Access Program Information (SAP), or Controlled Access Program (CAP); must have 1 year in the last 5 years. Required Skills: Demonstrated ability to lead multidisciplinary engineering teams, coordinate across contractor and vendor organizations, and serve as a primary technical advisor to government stakeholders; providing authoritative guidance on system performance, integration, testing, and mission‑level decision‑making Strong understanding of command‑and‑control systems, battle management frameworks, fire control software (and associated hardware requirements), sensor/radar data and communication, interceptor/weapon data and communication, and ground weapons integration within multi‑domain architectures Experience in system development, integration, analysis, and sustainment, including at least 3 years of technical leadership in complex system‑of‑systems environments. Experience with Test and Evaluation (T&E), including end‑to‑end, system‑level, and component‑level test analysis of space and/or ground weapon systems; skilled in verification and validation of requirements and supporting fielding, development, and operational readiness activities for U.S. government programs Experience developing, reviewing, or assessing system architectures, requirements, interfaces, and CONOPs for large‑scale defense or space systems Experience evaluating contractor design proposals, integration approaches, algorithms, and testing strategies, including experience supporting source selections and multi‑vendor competitions; providing objective technical assessments that inform acquisition decisions and optimize program timelines Experience with modeling and simulation, including development and use of software and system element/component representations, system stimulation, and integration of components for end‑to‑end system analysis and performance assessment Experience with modern system development environments, including cloud services such as AWS and Azure, containerized software architectures (e.g., Kubernetes), API‑based system integration, protobuf-based data exchange, and working across development, integration/test, and operational environments Knowledge of MOSA principles, DoW cybersecurity standards, program protection requirements, and processes for ATO/ATC compliance and achievement Experience supporting missile defense programs (such as GMD, C2BMC, etc), including familiarization with weapon system kill chain behaviors, integration and compliance to warfighter or commander’s intent. #LI-AT1
