Description
The purpose of this SOO is to enable the modernization of Department of State's Federal Acquisition (Procurement) and Federal Assistance (Grants) systems through the evaluation and potential implementation of modern, secure, scalable, and integrated enterprise solution.
The Government seeks industry input on commercially available solutions, implementation approaches, and platform architectures that can support the Department’s acquisition and assistance mission requirements while improving operational efficiency, compliance, security, reporting, transparency, auditability, and user experience across domestic and global operations.
The Department seeks to transition from fragmented legacy systems to a unified, interoperable enterprise capability that streamlines lifecycle management, reduces manual processes, improves data consistency, and enhances mission effectiveness. The Department further seeks to ensure that the future-state solution provides robust enterprise electronic filing (e-Filing) and records management capabilities to support creation, retention, retrieval, and audit-ready reconstruction of official acquisition and federal assistance lifecycle records. The legacy e-Filing system capabilities and integrations are expected to be evaluated for modernization, integration, or replacement as part of this effort.
In addition, the Government seeks to evaluate whether a single shared enterprise platform and data architecture, and a modular interoperable ecosystem can effectively support both acquisition and assistance lifecycle functions to reduce duplication, improve consistency, and enable enterprise-wide modernization.
Organizational Change Management and Training Lead
- The Organizational Change Management and Training Lead shall be responsible for stakeholder engagement, communications, workforce readiness, training strategy, organizational transition, and user adoption activities supporting deployment of the modernized solution across domestic and overseas operations.
- The Lead shall develop and execute comprehensive change management, communications, and role-based training strategies designed to support a globally distributed workforce with varying levels of technical proficiency, infrastructure maturity, and operational requirements.
- The Organizational Change Management and Training Lead shall possess demonstrated experience leading enterprise-wide user adoption and transformation initiatives supporting large Federal organizations and geographically dispersed user communities.
