Description
responsible for leading and coordinating a broader range of recreational, athletic, cultural, camp,
community, and facility-based activities. Work involves guiding participants of various ages and
abilities, assisting in the planning and scheduling of programs and events, monitoring participant
safety and facility use, maintaining program records, and providing guidance to seasonal
workers, volunteers, or assigned program participants.
The employee exercises greater independence than the entry level in adapting activities,
resolving routine program concerns, coordinating equipment and facility needs, and supporting
the effective delivery of recreation services within an assigned district, center, park, camp, or
program area.
Work involves supervising activities at play areas or recreation centers in accordance with
departmental plans and programs. The employee has considerable latitude to use initiative in
developing special programs to meet community recreation needs and works independently
when immediate technical supervision is not available.Organizes teams and leagues in the community for such activities as basketball, softball track
and field and soccer football.
Officiates at athletic contests and other games and maintains discipline and good sportsmanship
among participants and spectators.
Organizes and leads groups in such activities as community singing, dramatics; dancing; and arts
and crafts including providing; for teaching participation in such activities.
Supervise play on swings, slides; wading pools and similar equipment in order to maintain
discipline and to prevent accidents.
Prepares and issues necessary equipment to individuals participating in activities, collects; and
accounts for such equipment and materials at the end of the recreation period.
Participates in making minor repairs to recreation equipment areas and facilities and assists in
marking courts, diamonds, fields, and other play areas.
Gives information to the public concerning available recreation programs schedules, and the use
of the recreation areas
Maintains records of competitive athletic activities and of operations of the recreation program in
the district and prepares periodic reports activities.
Performs other related duties as required.High School Diploma from an accredited institution and two (2) years of work experience
involving frequent contact with the public in a variety of group recreational or athletic
activities, including one (1) year as a Recreation Leader IFACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the objectives, principles, practices, and methods of public recreation
programming, including the organization and delivery of athletic, cultural, camp, community,
senior, youth, and facility-based activities.
Knowledge of the rules, techniques, safety practices, and instructional methods applicable to a
variety of sports, games, recreational activities, and organized group programs.
Knowledge of community recreation needs, available facilities, equipment, and resources
sufficient to assist in developing schedules, activities, events, and program plans within an
assigned district or program area.
Skill in applying athletic rules, techniques, and safety practices to organize, instruct, and officiate
recreational activities.
Ability to lead, instruct, motivate, and supervise individuals and groups of varying ages, skill
levels, and backgrounds in recreational and athletic activities.
Ability to assist in developing, coordinating, and adjusting recreation programs, schedules,
leagues, tournaments, special events, and facility-based activities to meet community needs.
Ability to promote participant safety, enforce program rules, maintain discipline and good
sportsmanship, and respond appropriately to routine incidents, concerns, or participant behavior
issues.
Ability to prepare, issue, collect, account for, and maintain recreation equipment, materials,
records, activity reports, attendance data, and other program documentation.
Ability to communicate clearly and professionally, orally and in writing, and to establish and
maintain effective working relationships with coworkers, supervisors, participants, families,
volunteers, community organizations, and the public.
FACTOR 2- SUPERVISORY CONTROLS
Work is directly supervised by a higher-level officer who provides objectives, priorities, policies,
and instructions. The employee independently completes recurring assignments, conducts
activities, coordinates schedules or events, and makes routine adjustments based on participant
needs, facility conditions, staffing, or equipment availability. Guidance is sought for unusual
problems, major changes, or policy matters. Work is reviewed through discussions, observation,
logs, reports, inspections, and evaluation of program effectiveness, safety, participant
engagement, and compliance.
FACTOR 3- GUIDELINES
Guidelines include departmental policies and procedures, applicable Virgin Islands laws, GVI
rules and regulations, Recreation and Sports program plans, safety practices, facility-use
requirements, equipment procedures, schedules, and established instructions for conducting
recreational and athletic activities. The employee applies these guidelines to routine and varied
program situations and uses sound judgment in making minor adaptations to activities,
schedules, participant groupings, or facility arrangements while referring unusual or sensitive
matters to a supervisor.
FACTOR 4- COMPLEXITY
Work involves coordinating and conducting a variety of recreational, athletic, cultural, camp,
community, senior, youth, and facility-based activities for individuals and groups. Assignments
require the employee to consider participant age, skill level, safety needs, available facilities,
staffing support, equipment, schedules, and community interest when organizing activities or
making routine program adjustments. Work is more varied than the entry level because the
employee may lead larger or more complex groups, assist with leagues, tournaments, special
events, and program schedules, provide guidance to lower-level recreation staff or volunteers,
and resolve routine operational or participant issues with limited immediate supervision.
FACTOR 5- SCOPE AND EFFECT
The purpose of the work is to organize, lead, and support recreational and athletic activities that
promote community participation, safe use of recreational facilities, participant development,
and effective delivery of recreation services. The work affects the quality, continuity, and
accessibility of assigned programs by helping ensure that activities are properly planned, staffed,
equipped, supervised, and responsive to community needs. Effective performance supports
positive recreational experiences, encourages skill development and sportsmanship, and assists
in maintaining organized programs within assigned districts, centers, parks, camps, or program
areas.
FACTOR 6- PERSONAL CONTACT
Contacts are supervisors, coworkers, departmental staff, volunteers, seasonal workers, program
participants, families, community members, civic organizations, school or agency representatives,
officials, youth athletes, and the public. Contacts occur in person, by telephone, in writing, and
during programs, practices, games, events, meetings, and routine facility operations.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to provide and obtain information about recreation programs, schedules, rules,
facility use, equipment needs, participant concerns, and community interests; to instruct and
guide participants; to coordinate activities, leagues, tournaments, and special events; to promote
safety, discipline, and good sportsmanship; and to support effective public participation in
recreational services.
FACTOR 8- PHYSICAL DEMANDS
Work requires regular physical activity, including standing, walking, bending, lifting and
carrying recreation equipment and supplies, setting up and breaking down activity areas,
officiating or demonstrating games and sports, and actively participating in recreational and
athletic activities. The employee must be able to monitor participant activity, move throughout
indoor and outdoor recreation areas, and respond to routine safety or operational needs during
programs and events.
FACTOR 9- WORK ENVIRONMENT
Work is performed in offices, recreation centers, gymnasiums, parks, camps, courts, fields,
playgrounds, and other indoor and outdoor recreation facilities. The employee may be exposed to
varying weather conditions, noise, active play areas, athletic equipment, and routine safety risks
associated with recreational and sports activities. Work may require flexible schedules, including
evenings, weekends, holidays, or special events, based on program needs.
