The City of Bend is accepting applications for one (1) regular, full-time Code Enforcement Officer III in the Code Enforcement Division of the Community Development Department. This is an hourly, non-exempt (overtime eligible) position represented by the City of Bend Employee Association (COBEA). Join the City of Bend’s Code Enforcement program as an Officer III, where you’ll work on a wide range of cases with increasing complexity and independence. In this role, you’ll be out in the community responding to concerns, conducting inspections, and working collaboratively with property owners to achieve compliance. You’ll also have the opportunity to take on more advanced work, including abatements, legal case preparation, and coordination with other City departments.

Classification Framework: Code Enforcement Officer III

The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list.
  • Respond to community complaints and concerns about property issues. 
  •  Inspect properties to check for code compliance and identify violations.
  • Work directly with property owners and residents to explain requirements and find solutions. 
  • Follow up on cases to ensure issues are corrected and brought into compliance. 
  • Prepare and send notices, warnings, and citations when needed. 
  • Handle more complex or sensitive cases that require independent judgment. 
  • Coordinate with other City departments on shared issues or difficult cases. 
  • Document case activity, inspections, and outcomes in tracking systems.
  • Prepare cases for court and testify when enforcement escalates.
  • Help educate the community about codes, standards, and expectations
The ideal candidate for the Code Enforcement Officer III role in the City of Bend is a proactive self-starter who takes initiative and thrives in a dynamic environment. They are a strong communicator, capable of clearly and professionally engaging with a diverse community while maintaining a customer-service mindset that fosters positive relationships and trust. This individual exercises sound judgment in complex or sensitive situations and brings a high level of attention to detail to ensure fair, consistent, and accurate enforcement of codes and regulations. They are adaptable and flexible, able to respond effectively to changing priorities and field conditions and demonstrate confidence in decision-making while remaining approachable and respectful in all interactions.

A highly qualified candidate will bring a strong foundation in code enforcement practices, including working knowledge of City Codes and applicable Oregon laws, along with proven experience conducting field inspections and investigating complaints. They demonstrate excellent written and verbal communication skills, allowing them to clearly document findings, prepare reports, and effectively engage with community members. This individual possesses strong customer service and conflict resolution skills, handling sensitive situations professionally and with respect. They are capable of working independently and maintain a high level of attention to detail in all aspects of their work. Additionally, they have a basic understanding of legal processes, including issuing citations and preparing cases for court, and are able to collaborate effectively with team members and partner departments to support consistent and coordinated enforcement efforts.

Candidates who meet the listed minimum qualifications, including an equivalent combination of education and experience will be considered for an interview. Minimum Qualifications:
  • Bachelor’s Degree; AND
  • Four years of Public Relations, Law Enforcement or Public Administration experience; AND
  • Four years of relevant code or law enforcement experience; OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Required Licenses & Certifications:
  • Incident Command System (ICS) 100 & 200 certifications
  • FEMA IS-700
  • Advanced Certification from Oregon Code Enforcement Association (prior to employment or promotion)
  • Professional Certification from Oregon Code Enforcement Association (w/in 1 year of appointment)
  • One of the following International Code Council or Oregon certifications:
    • Fire Inspector I
    • Zoning Inspector
    • One & two family structural code
    • Property and Maintenance Code
Desired (but not required) Attributes:
  • Experience handling high-volume caseloads independently, 
  • Wildland Urban Interface and defensible space knowledge, 
  • Strong background in land use, nuisance and building regulations, 
  • Experience with abatements, administrative warrants or high-level enforcement actions, court and/or legal experience, 
  • Demonstrated public facing experience in difficult or high conflict situations, experience working collaboratively across department or with outside agencies
