The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking highly qualified candidates for the position of Deputy Director of NCHIDTA/NCRIC.

The Position
Under general direction, the Deputy Director leads the operational and administrative functions of the Northern California High Intensity Drug Trafficking Area/Northern California Regional Intelligence Center (NC HIDTA/NCRIC) and provides strategic organizational support to the Executive Director. The position oversees personnel, budgets, contracts, projects, equipment, policies, and administrative services while evaluating operations, resource allocation, and program performance.

The Deputy Director coordinates with federal, state, local, public, and private-sector partners; oversees fiscal, personnel, statistical, automation, and program evaluation functions; represents NC HIDTA/NCRIC at intelligence-related meetings and briefings; serves as a liaison to partner and information-sharing organizations; and assumes the duties of the Executive Director in their absence.

The ideal candidate will possess:
  • At least five years of demonstrated experience working in a complex public agency, preferably within a law enforcement or public safety organization.
  • Strong strategic thinking and sound judgment in complex, high-stakes environments.
  • Knowledge of criminal intelligence, information sharing, public safety operations, and regional threats.
  • Proven leadership and supervisory ability across diverse managerial, professional, technical, and administrative teams.
  • Exceptional relationship-building and collaboration skills across agencies, jurisdictions, and partner organizations.
  • Operational and fiscal management expertise, including personnel, budgets, contracts, technology, and resources.
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly and effectively.
  • Discretion, adaptability, and professionalism when navigating sensitive matters and competing priorities.
  • A continuous-improvement mindset focused on organizational effectiveness, accountability, and results.
  • Strong analytical, organizational, and problem-solving skills.

Duties may include, but are not limited to, the following:

  • Review and evaluate all aspects of the NC HIDTA/NCRIC operation, including resource allocation, organizational structure, product quality, and the collection and use of criminal intelligence and criminal information, and, based on said review and evaluation, make appropriate recommendations to the Executive Director.
  • Develop and maintain program policies and procedures.
  • Manage people from various agencies who have been temporarily assigned to NC HIDTA/NCRIC.
  • Approve assignments, projects, investigations, and assessments.
  • Approve deployment of specialized law enforcement surveillance equipment and the appropriate use of advanced computer-aided technology in support of public safety agency investigations, major critical incidents, or major special events.
  • Ensure all equipment is tracked, inventoried, and kept in optimum condition.
  • Initiate and coordinate both long-term and short-term analytical and research projects relating to criminal intelligence activities and make appropriate recommendations to the Executive Director.
  • Develop and maintain extensive law enforcement contacts to determine needs of client agencies.
  • Act as a liaison between the Regional Information Sharing Systems (RISS) Western States Information Network (WSIN), and the Los Angeles Clearing House (LA CLEAR), other HIDTAs, other Fusion Centers, and public and private sector partner organizations.
  • Make recommendations to management for furthering intelligence and enforcement efforts to combat narcotics trafficking, potential activities that support terrorist organizations/actors, and other major criminal threats to the region.
  • As delegated by the Executive Director, initiate, review, and approve personnel transactions, training requests, travel requests and claims, purchases of standard complement equipment, data processing equipment, and specialized surveillance equipment.
  • Represent the NC HIDTA/NCRIC at various intelligence-related meetings and briefings as delegated by the Executive Director.
  • Function as primary editor of the Annual Report, Annual Strategy, Annual Assessments, and other documents as required.
  • Guide and assist initiative commanders in the preparation of their annual initiative description and budget proposals.
  • Determine initiative performance measures in accordance with the Office of National Drug.
  • Control Policy (ONDCP) mandates.
  • Develop evaluation criteria, conduct annual initiative reviews, and prepare reports and briefings for the NC HIDTA Executive Board.
  • Assume duties of the Executive Director in their absence.
  • Perform other duties as assigned by the NC HIDTA/NCRIC Executive Director and/or Executive Board and mutually agreed upon by Contractor.
  • Organize, direct, and coordinate the central administrative services activities of the NC HIDTA/NCRIC.
  • Direct the Sheriff's Office budget preparation, providing justification on budget items; justify budget recommendations; coordinate budget activities with the Sheriff’s Office.
  • Maintain budgetary and fiscal controls, perform cost-benefit analyses; provide Sheriff's Office managers with forecasts of revenues and expenditures.
  • Participate in the administration, monitoring, and evaluation of NC HIDTA/NCRIC contracts.
  • Develop and supervise the maintenance of statistical reporting systems of the NC HIDTA/NCRIC; direct statistical research, cost analysis and program evaluation, as necessary.
  • Represent the NC HIDTA/NCRIC on personnel matters in contact with the Human Resources Department; advise Sheriff's Office staff on personnel matters.
  • Conduct analysis or direct the automation of various fiscal and programming recordkeeping processes.
  • Design and recommend systems, procedures, forms, and instructions for NC HIDTA/NCRIC use.
  • Supervise payroll, building maintenance, office management, personnel, accounting, property control, purchasing, research and statistics, word processing and other clerical services for the NC HIDTA/NCRIC.
  • Conduct studies and make recommendations regarding organization, staffing patterns, program activities, and internal procedures.
  • Initiate and maintain effective utilization of office space, equipment, furniture, forms, office supplies, etc.
  • Perform related duties as assigned.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

 Experience: Three (3) years of increasingly responsible experience performing a wide variety of administrative duties in a large, complex public agency.


Knowledge of:

  • Advanced principles and practices of organizational and systems analysis, research methods and human resource planning.
  • Basic principles and practices of the Sheriff's Office operations and its administration and organization.
  • Advanced principles of financial administration, including public budgeting and reporting.
  • Computer systems and applications as used within the County.
  • Principles of personnel training, supervision, and evaluation.
  • Current surveillance and data gathering methods, office management and computer network operations, security practices and protocols.
  • Federal, state, and local drug enforcement programs, drug intelligence and information gathering concepts, current law enforcement and intelligence information systems and law enforcement practices.
  • NC HIDTA/NCRIC Program Policies and Procedures.
  • The HIDTA Performance Management Process.


Skill/Ability to:

  • Supervise and coordinate a wide variety of administrative and operational activities related to the NC HIDTA/NCRIC.
  • Coordinate section activities with other departments, programs and/or outside agencies.
  • Direct and participate in the analysis of a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations.
  • Interpret Sheriff's Office and NC HIDTA/NCRIC administrative policies, guidelines, and procedures; develop recommendations for improvements, as necessary.
  • Supervise, evaluate, and train assigned personnel.
  • Communicate effectively both orally and in writing.
  • Perform complex mathematical and statistical calculations accurately.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

Other Requirement(s):
The candidate must successfully complete a thorough law enforcement background investigation prior to appointment. A National Security Clearance is also required within the first 18 months of employment. Upon receipt of a National Security Clearance, the employee must retain a Visitor Access Request (VAR) with the Federal Bureau of Investigation (FBI) throughout employment. The law enforcement background investigation and the National Security Clearance require completion of a polygraph examination.

Examination Process
