Pay Schedule VI, Grade 30, Regular Schedule: 35 hours per week
 
A vacancy exists in the Office of Human Resources, HRIS Division.

Reporting to the HCM Core Manager of Human Resources Information Systems and under general supervision, the Human Resources Analyst II is responsible for providing a wide range of complex office administration and support.  

ESSENTIAL FUNCTIONS
  • Implements and administers departmental office systems and procedures.
  • Communicates policies and procedures to departments, county employees and external partners. 

  • Coordinates project plans, project meetings, and agendas.   

  • Assist division in performing complex, technical and administrative tasks in the area of Human Resources Information Systems to include but not limited to:

      • Electronic Personnel Records Management: Managing the structural setup, categorization, and digital retention of employee files within the HRIS. This involves ensuring all digital personnel records comply with Human Resources retention schedules.
      • End-User Training: Assist with review of manuals, quick reference guides, and conducting system demonstrations for County Employees.
      • Public Records Fulfillment: Assisting with querying back-end databases to pull aggregate workforce data needed to fulfill legally mandated Maryland Public Information Act (MPIA) or public records request.
      • Report Management: Assist with managing automated report schedules within the HRIS to deliver critical operational data to department managers, on a recurring basis.
      • System Maintenance & Testing: assisting with the functional configuration of enterprise platforms (e.g., Workday. Testing system updates, patches, and software fixes to ensure zero disruption to services
      • Tier-2 Functional Support: Serving as the back-up, technical troubleshooter for HR staff and division, assisting in resolving complex system errors, workflow stuck points, and information discrepancies.
      • Workflow Automation: Assist with analyzing manual HR workflows. Translating those findings into automated, digital HRIS workflows to streamline operations.
  • Drafts correspondence, reports and documents; Conducts research on various human resources information system issues.

  • Successfully completes critical aspects of deliverables with a hands-on approach, including drafting acknowledgement letters, personal correspondence, and other tasks that facilitate the HCM Core Manager direct ability to effectively lead functional area. 

  • Prioritizes conflicting needs; handles matter expeditiously, proactively, and follows-through on projects to successful completion, often with deadline pressures. Handle confidential matters with discretion.

  • Performs other duties as assigned.

Required Qualifications

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, computer information systems, business or public administration, or a related field

plus  

two years' professional experience in human resources administration.  

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.  Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

  • Advanced knowledge of Microsoft Office, including but not limited to: Word, Excel, Outlook, PowerPoint, SharePoint, and teams.

  • Ability to exercise judgment and discretion in supporting, applying, and interpreting office policies and procedures.

  • Ability to use initiative to include creatively identifying both traditional and non-traditional methods of problem solving in the completion of work tasks in the most effective and efficient manner.

  • Ability to gather, correlate, and analyze facts. Ability to prepare clear, concise, and comprehensive reports and memos.

  • Ability to establish project timelines and meet objectives ensuring to keep employees and Department HR Liaison's informed of project status and/or deviations from original expectations.

  • Ability to work on multiple projects in a fast-paced environment simultaneously while also ensuring effective and efficient use of time.

  • Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with all levels of staff as well as the public and members of other organizations.

  • Ability to perform duties of increasing complexity, difficulty, or responsibility. 

  • Ability to work independently.

  • Ability to communicate with and relate to individuals of diverse disabilities and backgrounds.    

  • Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with others.   Ability to handle confidential material with discretion.
