Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric evaluation, diagnosis and treatment for mentally and emotionally ill adult and geriatric populations committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of Oregon Health Authority with approximately 3,000 positions across the hospital, approximately 700 patients across two campuses, one in Salem and the other in Junction City

Training and workforce development are essential to meeting the demands of a high-risk, highly regulated behavioral healthcare environment where patient safety, clinical quality, and staff competency are critical to successful outcomes. Effective oversight of clinical education, governance training, competency management, regulatory compliance, and accreditation requirements ensures that staff are prepared to provide safe, evidence-based, recovery-oriented care.

The planning, directing, coordinating, and evaluation of these educational systems directly support the mission of the Oregon State Hospital by strengthening workforce capability, improving patient outcomes, ensuring compliance with state and federal standards, and fostering a culture of hope, safety, recovery, and accountability.

The Learning and Development Manager provides leadership for the planning, direction, coordination, implementation, and continuous evaluation of the Oregon State Hospital's clinical education and workforce development programs. Reporting to the Director of Training and Education, this position translates the department's strategic vision into operational practice by overseeing curriculum design and development, daily education operations, New Employee Orientation (NEO), onboarding, competency management, refresher education, learning management systems, learning technologies, and training governance.

Working collaboratively with the Director and peer managers responsible for Safety Training and Crisis Prevention and Intervention, the Training and Development Manager ensures education systems are integrated, evidence-based, and responsive to organizational priorities, workforce needs, regulatory and accreditation requirements, and emerging best practices. Through continuous evaluation and quality improvement, this position ensures educational programs strengthen employee competency, promote patient safety, support workforce readiness, and advance the Oregon State Hospital's mission of providing safe, high-quality, recovery-oriented behavioral healthcare. 

Key Duties the Training and Development Manager performs:

  • Provides leadership for the planning, direction, coordination, implementation, and continuous improvement of the organization's learning, education, and workforce development systems.
  • Leads the operational planning, implementation, and evaluation of clinical education and workforce development programs in support of department-wide strategic initiatives.
  • Develops long-range education strategies that align with the Director's vision, organizational priorities, workforce capability needs, and future service demands.
  • Establishes and oversees training governance processes to ensure educational programs are systematically reviewed, evaluated, and updated in response to regulatory changes, accreditation standards, evidence-based practice, quality improvement findings, patient safety events, and organizational priorities.
  • Oversees curriculum design, instructional standards, competency frameworks, education delivery methods, learning technologies, and competency management systems to support a comprehensive learning environment.
  • Coordinates interdisciplinary collaboration related to curriculum development, competency management, patient safety initiatives, regulatory requirements, and organizational change efforts.
  • Serves as a subject matter expert and operational resource for training governance, clinical education systems, competency management, learning processes, and workforce development initiatives.
  • Communicates education priorities, implementation plans, performance outcomes, compliance metrics, and improvement opportunities to leadership teams, committees, and partners.
  • Partners with Safety Training and Crisis Prevention and Intervention and Nursing Education leadership to ensure education programs are coordinated, aligned, and integrated within the broader Training and Education Department.

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

  • Experience with enterprise-wide training and development planning in a healthcare environment, with a focus on program design and compliance.
  • Proven ability to collaborate with department heads on both clinical and non-clinical training goals that align with the employment life cycle.
  • Prior experience with the development of a compliance tracking system.
  • Ability to design and deliver training in all modalities; Instructor Led Training (ILT), Virtual Instructor Led Training (VILT), e-Learning, and others.
  • Experience with TNA (Training Needs Assessment) to align training with business goals across the enterprise and identify skills gaps.
  • Strong project management skills.
