Recreation Leader II

DEFINITION

Under general supervision, assist in the coordination and implementation of recreation and community service programs and special events including monitoring and leading activities at the Community Center; prepare facility areas for recreation programming and facility rentals; perform necessary maintenance to facilities; and perform other related duties as assigned.

 
CLASS CHARACTERISTICS

This is a journey-level class within the Recreation Leader series and is typically a part- time position in the Recreation Division which may require working weekends, holidays and/or evenings. Employees within this class are distinguished from Recreation Leader I by the performance of the full range of duties as assigned and by the level of experience attained. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Incumbents at this level may oversee the work of lower-level recreation staff. Positions in this class are flexibly staffed and are normally filled by advancement from the Recreation Leader I level, or those incumbents with prior experience. Incumbents in this position have the ability to complete diverse tasks requiring applying established practices and procedures and utilizing creativity and enthusiasm.

Essential job functions may include, but are not limited to, the following: (Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job).

1. Provide support to programs, facility rentals, and special events within the Recreation Division; complete room set-up, take-down, and clean up for classes, activities, events, and meetings.
2. May conduct a variety of recreation programs, including youth sports, arts & crafts, special events, tournaments, and performing arts. 
3. Explain and enforce facility regulations, policies, and procedures to participants; provide information in person and over the phone; positively interact and communicate with the general public.
4. Assist in the general safety and sanitation of facilities.
5. Monitor facility use; open, close, and secure building for events and programs. 
6. Collect fees for various activities; operate the cash register and provide receipts; balance and reconcile cash drawer. 
7. Assist with receiving park and facility rental requests.
8. Notify supervisors of any serious accident or emergency; may administer first aid.
9. Provide customer service to the public and participants.
10. Perform other related duties as assigned.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

• Philosophy, principles, practices, and techniques of recreation programming including in the areas of sports, arts & crafts, performing arts, special events, building maintenance, or facility operation.
• First Aid and Cardiopulmonary Resuscitation (CPR) and AED methods. 
• Methods and techniques of effective customer service.
• Appropriate safety precautions and procedures. 
• Principles and procedures of record keeping.

Ability to: 

• Act as a lead for lower-level staff. 
• Maintain accurate records.
• Work independently while overseeing facilities and user groups.
• Interpret and follow City, departmental and division policies, laws, and rules. 
• Understand and follow oral and written instructions.
• Work a varied schedule of hours, which may include early mornings, evenings, weekends and holidays, at a variety of City facilities, parks, and off-site locations.
• Analyze situations carefully and adopt effective courses of action.
• Lead participants in structured activities and motivate their participation in programs.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain cooperative working relationships with those contacted in the course of work.

Education and Experience
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

License or Certificates:

• Possession of a valid American Red Cross First Aid certificate.
• Possession of a current Cardiopulmonary Resuscitation (CPR) certificate.
• Possession of an Automated External Defibrillator (AED) certificate.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

Physical Requirements: 
Position may require the ability to perform occasional light lifting and carrying; sitting for prolonged periods of time; occasional walking, standing and/or bending. Continuous hand use and finger dexterity is needed to use the computer keyboard and operate standard office equipment; it may require occasional pushing and pulling. This position also requires the ability to have a near vision for reading correspondence, reports, agendas and other records. Good hearing is required when communicating on the telephone or in person.

Work Environment:
Primarily office environment with controlled temperature conditions and no direct exposure to hazardous physical substances. Occasional field work where incumbent may be required to work on all types of floor surfaces, in a variety of facilities, in varying temperatures. Incumbents may be exposed to blood and body fluids while rendering First Aid and/or CPR.

Note: All employees of the City of Dana Point are designated by both State law and City ordinance to be “Disaster Service Workers.” In the event of a declared emergency or an undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees’ normal work assignments and may continue through the recovery phase of the emergency.
