An experienced, journey-level Code Enforcement Officer II to join our Development Services team at the City of Kingman. In this role, you will perform advanced field and technical work enforcing municipal codes and ordinances related to zoning, building standards, public nuisances, and quality of life. Operating with a high degree of independence, you will handle complex, sensitive, and legally significant cases, represent the City with professionalism, and provide informal guidance and mentorship to less experienced team members.
About you:You are a decisive, highly organized professional who excels at independent problem-solving in complex or sensitive situations. You possess strong interpersonal skills, allowing you to effectively mediate disputes, negotiate voluntary compliance, and maintain positive community relations. You are well-versed in interpreting laws, codes, and regulations, and you bring exceptional attention to detail in documentation, evidence gathering, and court preparation. You represent the City credibly and maintain absolute confidentiality when managing challenging enforcement matters.
Education and experience:
- High school diploma or equivalent.
- Associate's degree or college coursework in code enforcement, public administration, or a related field preferred.
- A minimum of three (3) years of progressively responsible experience in municipal code enforcement or inspection work, including experience handling complex or contested cases, or
- Equivalent experience with enforcement of policies, procedures, rules, and/or regulations preferred.
- OR any equivalent combination of education, experience, and training which provides the knowledge, skills and abilities necessary to perform the work.
SPECIAL REQUIREMENTS
- Possession of a valid Arizona resident driver's license.
- Ability to become TOC Level B Certified (or higher) within the probationary period.
- International Code Council (ICC) Certified Code Enforcement Officer or American Association of Code Enforcement (AACE) Certified Code Enforcement Officer, or ability to obtain within an established timeframe, preferred.
- Ability to pass background check.
Documentation & Court Proceedings (25%): Prepare comprehensive investigative files, detailed reports, chronologies, and photographic evidence to support legal or administrative actions. Coordinate directly with the City Attorney's Office on charging documents and evidentiary standards, and testify effectively as a witness in court hearings and legal proceedings.Public Relations, Mediation & Inter-
Agency Coordination (20%): Provide exceptional customer service by communicating with citizens, property owners, and community groups to explain code requirements and negotiate solutions in contentious situations. Coordinate seamlessly with internal departments—such as Building, Planning, Fire, and Sanitation—as well as external agencies like the County Health Department and state regulators.
Leadership, Peer Guidance & Process Improvement (15%): Serve as a lead worker on complex projects, multi-jurisdictional cases, and special enforcement initiatives. Provide informal training, case-review assistance, and technical guidance to Code Enforcement Officer I staff, while assisting management in refining division procedures, documentation standards, and enforcement strategies.
Core Knowledge, Skills & Abilities
You bring a thorough working understanding of code enforcement principles, departmental procedures, zoning ordinances, and local geography, paired with the ability to interpret complex federal, state, and municipal laws. You are proficient in utilizing specialized investigative equipment, computerized data systems, and technical mathematics to analyze plans, review records, and document findings suitable for legal proceedings.
Adept at managing a diverse, high-priority caseload independently, you apply sound, objective judgment to resolve contentious, novel, or precedent-setting matters. You excel at eliciting cooperation from reluctant or difficult individuals through tact, firmness, and effective communication, while maintaining composure under pressure. Furthermore, you reliably meet attendance and physical standards, and are willing to support operational needs through flexible shifts, weekends, holidays, and emergency call-backs.
