Jail Health Services (JHS), a division of Public Health - Seattle & King County, is seeking a Jail Health Strategic Planning Manager I who is a driven, organized, and effective change agent in our practice! The Strategic Planning Manager will report to the Division Director and work with JHS Leadership to develop strategic planning guidance, execution, management, visualization and communication throughout the practice. This position is pivotal in driving quality program efforts, providing oversight of JHS priorities and projects, monitoring progress, and communicating key information via dashboards and visual management systems. This role will also own large and small projects as prioritized by JHS Leadership.

The Strategic Planning Manager will oversee JHS priority projects and facilitate necessary tracking, monitoring and completion of key initiatives through various resource staff who are responsible for project management, business analysis, and data systems. Deliverables will be completed collaboratively by various project managers, partners, subject matter experts, and other assigned team members. These efforts are intended to improve division-wide systems, service, and processes using equity-based principles and practices. They will ensure that project timelines, resources and outputs are defined and aligned with division priorities. The Strategic Planning Manager will also have oversight of standardizing and implementing best practice project management principles within the division to facilitate consistent and reliable results. Project priorities and assignments are set by the Division Director. The Strategic Planning Manager provides informed recommendations regarding prioritization, sequencing, and resourcing, but final decisions rest with the Division Director. This ensures alignment with strategic goals while allowing the Strategic Planning Manager to contribute meaningful insight from a workflow and capacity perspective.

A specific effort this position will assist with is our cultural transformation efforts and future strategic planning and execution throughout the division to enhance the overall workplace culture and prepare the division for future mission, vision, and related changes.

ABOUT THE DIVISION

Jail Health Services (JHS) provides needed health and social services to the people detained in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. Our team shares a commitment to respectfully care for and engage participants in a culturally responsive manner, meeting them where they are, using holistic and strengths-based approaches, and trauma informed care to foster their health and mental wellbeing and reduce recidivism. Our division includes over 250 employees and an annual budget of approximately $75 million.
 
Our purpose: To assure high-quality health and human services are available to the people detained in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. Our Mission: To assess and stabilize serious health problems for the detained persons of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.

Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails and involved in clinical court processes, community diversion, and reentry services. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population. JHS staff assess and manage the complex health needs of underserved people in community, many of whom have acute and chronic health conditions.

Note: This recruitment will be used to create an eligibility pool to fill additional Career Service, Term-Limited Temporary (TLT), or Special Duty Assignment (SDA) vacancies that may occur over the next six months.

Work Schedule

The typical work schedule is Monday through Friday – 40 hours per week with some evening, night, and weekend work as necessary.

Remote and Onsite Work:

This position is expected to work primarily on-site, but the Jail Health Services division works in a hybrid model, with some staff in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite locations are at the:
 

  • Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104
  • King County Correctional Facility located at 500 Fifth Avenue, Seattle, WA 98104
  • Maleng Regional Justice Center located at 401 Fourth Avenue N, Kent, WA 98032 

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • Manage an annual and longer-term strategic planning processes that include business and operations analysis, as well as setting up regular reviews, and synthesizing input from various partners.
  • Partner with the key informants to identify and implement operational improvements, measure performance indicators, and communicate business, practice, and patient impact.
  • Drive the process of regular business reviews to monitor performance, identify and resolve business challenges, and foster cross-functional collaboration.
  • Organize and facilitate change implementation teams and meetings.
  • Develop, deliver, and partner on communication, monitoring, training, engagement, adoption, and related management plans.
  • Define and measure success metrics and supervise change progress.
  • Coach and mentor others, including leaders, on strategic planning, goals/measures/metrics development, and change management principles and methodologies
  • Supervise key positions working on division projects, priorities, business planning, and data management as assigned.
  • Lead special projects for the JHS Leadership Team requiring analysis, synthesis and presentation of findings and recommendations.
  • Identify key actionable insights from data and analysis, synthesize these findings and create story-lined presentations to communicate these findings to leadership and management.
  • Develop/monitor Quality Assurance (QA)/Quality Improvement (QI) projects for the division and lead efforts within the division’s quality program. Determine appropriate metrics and data gathering strategies. Interpret data, produce reports, and oversee practice in alignment with the strategic direction and vision of the division.
  • Monitor and participate in requirements related to grant funds, budget management and program growth efforts.

Minimum Qualifications: 

  • A Bachelor’s degree, preferably in Business or Public Administration, Project Management, Public Policy, or similar field AND minimum of five (5) years' experience in strategic planning or project management managing complex projects OR the equivalent combination of education and experience working in a strategic planning/project environment.
  • Provide project management support for strategic planning initiatives and service line planning. Skills include project planning, time management, awareness of organizational needs, attention to detail, and completion of tasks.
  • Demonstrated proficiency with strategic planning approaches, tools, and phases of the project lifecycle.
  • Strong analytical and problem-solving skills, principles and practices. This includes the ability to interpret complex data sets and make informed decisions and recommendations based on analysis.
  • Experience focused on pro-equity anti-racist processes, practices and approaches.
  • Experience implementing process improvements and management methods aimed at simplifying processes, creating efficiencies, and reducing costs.
  • Skilled in conflict management and facilitating large and small groups.
  • Excellent written and verbal communication skills with extensive attention to detail.
  • An experienced communicator, who can easily simplify messaging, and conduct storytelling to transform strategic plans into compelling narratives that engage audiences and partners, clarify vision, and drive action.
  • Experience with health-related and large-scale organizational change efforts.
  • Skill in working effectively with diverse individuals and populations from diverse backgrounds.
  • Ability to work independently and as a team member.
  • Demonstrated experience and knowledge of change management principles, methodologies, and tools.
  • Extensive experience using Microsoft Office Suite and visualization tools as well as virtual meeting platforms.
  • Experience in leading teams and managing cross-functional, compliance-driven and highly political projects.
  • Capability to develop actionable plans based on strategic priorities and division goals.

Additional Information 
Public Health - Jail Health Services follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders. PREA standards preclude the department from hiring or promoting anyone who has engaged in, or been convicted of any conduct which would violate PREA standards related to sexual assault including:
